2.0 Role Summary
The HVAC/Electrical Technician is responsible for supporting
the installation, operation, maintenance, repair, and continuous improvement of
heating, ventilation, air conditioning (HVAC), refrigeration, electrical, and
power backup systems across PIH/APZU-supported facilities. The incumbent plays
a critical role in ensuring that health facilities, staff housing, and
operational infrastructure maintain safe, reliable, and uninterrupted
electrical and environmental control systems that support quality healthcare
delivery.
The role works closely with the Maintenance Officer,
Infrastructure Manager, Biomedical Technicians, contractors, and facility teams
to plan and implement maintenance activities, supervise contracted works,
troubleshoot equipment failures, and ensure compliance with organizational
standards, regulatory requirements, and manufacturers’ specifications. The
incumbent is expected to support preventative and corrective maintenance
programs, oversee work order management through the Computerized Maintenance
Management System (CMMS), and contribute to the efficient utilization of
infrastructure resources.
The HVAC/Electrical Technician will provide technical
expertise in electrical installations, refrigeration and air conditioning
systems, generators, power distribution equipment, and associated
infrastructure, while promoting safe work practices and contributing to the
sustainability and reliability of PIH/APZU facilities.
3.0 Core Responsibilities
3.1 HVAC and Electrical Systems Management
- Support
the planning, installation, testing, commissioning, and maintenance of
HVAC and electrical systems across PIH/APZU-supported facilities. - Perform
preventative and corrective maintenance of air conditioners,
refrigerators, cold rooms, ventilation systems, generators, power backup
systems, and electrical installations. - Conduct
routine inspections of electrical and HVAC infrastructure to identify
maintenance needs, system failures, and opportunities for improvement. - Troubleshoot
electrical and HVAC faults and implement timely corrective actions to
minimize operational disruptions. - Perform
electrical installations including wiring, conduits, switches, sockets,
lighting systems, distribution boards, and associated accessories. - Assist
with commissioning and performance testing of newly installed HVAC and
electrical equipment. - Monitor
equipment functionality and report operational concerns to supervisors for
timely intervention.
3.2 Infrastructure Maintenance and Facilities Reliability
- Carry
out maintenance and repair works at hospitals, health centres, offices,
warehouses, and staff housing facilities supported by PIH/APZU. - Implement
planned preventative maintenance schedules in accordance with
infrastructure maintenance plans and organizational priorities. - Conduct
condition assessments of buildings, fixtures, electrical systems, and HVAC
equipment to support infrastructure planning. - Respond
to emergency breakdowns and system failures to ensure continuity of
essential facility operations. - Assist
in maintaining reliable power supply systems and minimizing downtime
through proactive maintenance interventions. - Support
maintenance activities that enhance energy efficiency, equipment
longevity, and infrastructure sustainability. - Identify
recurring maintenance issues and recommend long-term solutions to improve
facility reliability.
3.3 Work Order and Asset Management
- Create,
update, and close work orders using the UPKEEP Computerized Maintenance
Management System (CMMS). - Ensure
maintenance activities are accurately documented and completed within
established timelines. - Maintain
comprehensive records of repairs, inspections, installations, equipment
performance, and preventative maintenance activities. - Monitor
assigned tasks and provide routine progress updates to the Maintenance
Officer and Infrastructure Manager. - Support
asset tracking and management activities through accurate documentation
and reporting. - Assist
in maintaining maintenance schedules, inventory records, and equipment
service histories.
3.4 Contractor Coordination and Technical Support
- Support
the Infrastructure Manager and Electrical Engineer in supervising
contractors undertaking HVAC, refrigeration, and electrical works. - Monitor
contractor performance and ensure compliance with project specifications,
quality standards, safety requirements, and regulatory guidelines. - Verify
completed works and provide technical feedback regarding workmanship,
materials, and project outcomes. - Collaborate
with Biomedical Technicians in troubleshooting medical equipment and
supporting facility-related electrical systems. - Provide
technical recommendations to support maintenance planning, infrastructure
improvements, and system upgrades. - Assist
in the preparation of technical specifications for maintenance materials,
equipment, and contracted services.
3.5 Resource Planning and Procurement Support
- Support
procurement processes by preparing material estimates and assisting in the
development of equipment and material specifications. - Assist
in preparing warehouse requisitions for HVAC and electrical maintenance
supplies. - Monitor
inventory levels of frequently used maintenance materials and communicate
replenishment needs to supervisors. - Track
utilization of electrical and HVAC maintenance supplies and support
cost-effective resource management. - Support
verification processes for contractor invoices, payment documentation, and
completed works as required. - Promote
efficient utilization of maintenance resources and minimize wastage.
3.6 Health, Safety, and Regulatory Compliance
- Ensure
adherence to all workplace health, safety, environmental and
safeguarding policies and procedures. - Promote
safe working practices during electrical, HVAC and maintenance
activities. - Ensure
electrical installations and maintenance activities comply with MERA
regulations, MEI standards, applicable building codes and
organizational policies. - Conduct
routine safety checks on equipment, tools and work environments. - Identify
and report infrastructure risks, hazards and non-compliance issues
for corrective action. - Participate
in safety trainings, audits, inspections and continuous
improvement initiatives. - Contribute
to maintaining a culture of safety, accountability and quality across
all assigned works.

5.0 Qualifications and Experience
- Diploma
in Electrical and Electronics Engineering. - Diploma
in HVAC, Refrigeration and Air Conditioning (RAC) Technology, Grade 1
Electrical Installation, or a related technical qualification. - Bachelor’s
Degree in Electrical and Electronics Engineering will be an added
advantage. - Minimum
of three (3) to five (5) years of relevant experience in HVAC,
refrigeration, electrical maintenance, or facilities infrastructure
management. - Demonstrated
experience in electrical installations, maintenance of power systems,
generators, air conditioning systems, and refrigeration equipment. - Experience
working in healthcare facilities, institutional environments, or complex
infrastructure settings will be an added advantage. - Proven
ability to perform preventative maintenance, fault diagnosis, and
equipment repairs. - Experience
using Computerized Maintenance Management Systems (CMMS). - Knowledge
of applicable electrical safety standards, maintenance protocols, and
regulatory requirements.
6.0 Additional Notes
- Registration
and membership with the Malawi Engineering Institution (MEI) is
required. - Registration
and compliance with the Malawi Energy Regulatory Authority
(MERA) requirements is required. - Willingness
to travel to and support multiple PIH/APZU-supported facilities within the
district and surrounding areas. - The
position may require flexibility to respond to emergency maintenance
requirements outside normal working hours. - Commitment
to maintaining safe, reliable, and high-quality facility infrastructure
