1.0 Introduction
1.0 Background
Neno, Chiradzulu and Chikwawa Districts, like many rural areas in Malawi, face significant sanitation challenges, with low access to improved sanitation facilities and poor hygiene practices. Market-based sanitation (MBS) has emerged as a sustainable approach to address these challenges by leveraging private sector participation and market dynamics to increase the availability and affordability of sanitation products and services.

This assignment aims to conduct a rapid market assessment to understand the current state of the sanitation market in Neno, Chikwawa and Chiradzulu District, identify opportunities for market-based interventions, and provide actionable recommendations to strengthen the sanitation market.

2.0 Purpose of the Assignment
The purpose of this assignment is to conduct a rapid market assessment to inform the design and implementation of market-based sanitation interventions in Neno, Chiradzulu and Chikwawa Districts. The assessment will focus on understanding the demand for sanitation products and services, the supply chain, and the enabling environment for market-based approaches.

3.0 Specific Objectives

  • Identify key stakeholders in the sanitation market, including households, entrepreneurs, suppliers, and government agencies.
  • Evaluate the demand for improved sanitation products and services among households and institutions.
  • Assess the supply chain for sanitation products and services, including availability, affordability, and quality.
  • Identify barriers (e.g., financial, cultural, logistical) and enablers (e.g., policies, partnerships) to market-based sanitation.
  • Provide actionable recommendations for market-based sanitation interventions.

6.0 Timeline
The assignment will be expected to be completed within six (6) weeks from the date of signing of contract.

7.0 Consultancy Team Qualifications/Requirements

  • Team leader must have either of the following advanced degree(s) in Environmental Science, Public Health, Sanitation, Development Studies, or Business Development.
  • Proven experience in conducting market assessments, preferably in sanitation.
  • Knowledge of market-based approaches in rural development.
  • Familiarity with the Malawian context, particularly rural districts like Neno.
  • Strong analytical, report-writing, and presentation skills.
  • Familiarity with operations of village savings and loans schemes (VSLs) and microfinancing institutions (MFls).

7.1 Language
Proficiency in English is required. Knowledge of Chichewa or other local languages spoken in Neno, Chiradzulu, Chikwawa Districts is an advantage.

8.0 Stakeholder Engagement
The consultant will collaborate with local government officials, NGOs, community leaders, and other stakeholders in Neno, Chiradzulu, Chikwawa Districts.

9.0 Budget
A detailed budget proposal should be submitted as part of the application.
