1.0 INTRODUCTION
The Deposit Insurance Corporation (DIC or Corporation) invites interested multimedia firms with a minimum of five (5) years’ experience to submit written proposals to provide multimedia services. The DIC seeks to engage a qualified multimedia firm to develop a public awareness campaign that promotes public understanding of the Deposit Insurance Scheme and strengthens trust in Malawi’s financial system.

2.0 BACKGROUND OF THE DIC
The DIC was established under the Deposit Insurance Corporation Act (DIC Act), 2022 to operate a deposit insurance scheme. The scheme provides a guarantee that all or part of customers’ funds (deposits) shall be paid following a financial institution failure. It is one of the mechanisms employed by governments and regulators to promote the stability of financial systems as well as to protect depositors from potential losses due to failure of financial institutions.

According to the DIC Act, the Corporation has the following objectives:

1. provide insurance cover for funds of insured financial institutions operating in Malawi, in accordance with the DIC Act, in order to foster confidence in the financial system;
2. levy and collect premiums or contributions for the deposit insurance fund on each category of insured institutions in accordance with the DIC Act;
3. make payments to clients of failed insured institutions up to insured amount; and
4. resolve failing insured institutions upon appointment by the Registrar of Financial Institutions (the Registrar).

3.0 REQUEST FOR PROPOSALS
The DIC, therefore, seeks Technical and Financial Proposals from reputable multimedia firms for this assignment. Interested firms must provide the following information:

1. a detailed proposal outlining the proposed approach and methodology;
2. company profile and a minimum of five (5) years’ experience;
3. profile of the lead consultant including qualifications and relevant experience;
4. previous assignments within the last 5 years;
5. at least three traceable references from similar assignments undertaken within the past 5 years.

5.0 PROPOSAL SUBMISSION
Completed copies of proposals should be submitted in a sealed envelope clearly marked “PROPOSAL FOR PROVISION OF MULTIMEDIA SERVICES TO THE DIC” enclosing two separate envelopes: one marked “Technical Proposal for Provision of Multimedia Services to the DIC” and the other one marked “Financial Proposal for Provision of Multimedia Services to the DIC” and must be delivered at the address indicated below by 15:00 hours on 8th May, 2026.
