1. Background

The Government of Malawi, through the Ministry of Health (MoH) is implementing the Presidential Initiative on Matemal Health project to address key materal health challenges in the country through a health systems approach. This will address the root causes of the high and rising Maternal morbidity and mortality in the country. It will also impact on related indicators including: (i) maternal mortality ratio ii) Neonatal Mortality Rate (iii) Adolescent fertility rate and (iv) Number of new users of modern contraceptive methods among women aged 15-49 among others.

The Ministry of Health therefore seeks to engage qualified individual consultants and or consulting firms to undertake several consultancies under the project through a professional, participatory and evidence-based consultancy services. The consultancy assignments are as follows;

2. Selection Method
Bidding will be conducted in accordance with the National Competitive Bidding (NCB) procedures specified in the Public Procurement and Disposal of Assets (PPDA) Act 2025 and Public Procurement Regulations 2020 of the Republic of Malawi. The table above shows the specific selection methods.

3. Scope of Work
The Consulting Firm/ Lead Consultants shall be responsible for the overall coordination, technical quality, and timely delivery of the assignments.

4. Collection of RFP Documents
A complete set of the Request for Proposal (RFP) document in English language may be purchased at the Ministry of Health’s, Capital Hill, Lilongwe, Cash Office (0800 – 1500hrs) and collected in Room 73B by interested consultants upon payment of a non-refundable fee of MK10,000.00 (Ten Thousand Kwacha only) per lot. The method of payment will be cash or bank certified cheque.

5. Submission and Opening of Proposals
