ASSESSMENT OF PRIVATE SECTOR FINANCING OPPORTUNITIES IN READINESS FOR THE IMPLEMENTATION OF THE MALAWI NAP AND NDC 3.0

1. INTRODUCTION

The Civil Society Network on Climate Change (CISONECC) in partnership with Circle for Integrated Community Development (CICOD) and the Catholic Development Commission in Malawi (CADECOM) are implementing a Climate and Disaster Risk Management Advocacy Project with financial support from Irish Aid through Trócaire. The project aims to strengthen the capacity of local communities, civil society organizations (CSOs), and key stakeholders to actively and meaningfully engage in disaster risk management (DRM) and climate resilience processes at local, district, and national levels.

The project contributes to the Trócaire’s Irish Aid Civil Society Partnership (ICSP) programme outcome on ensuring that people living in poverty, particularly rural women and youth in their households, user groups and communities from targeted areas of Balaka, Chikwawa, Dedza and Machinga Districts are collaborating in advocacy initiatives for their rights and rights related to the sustainable management and governance of natural resources.

The project has three outcomes which include;

1. Relevant legal and policy instruments in Malawi are reviewed, adopted and implemented to support rural communities’ rights to access and manage resources and to build resilience to climate shocks
2. Enhanced meaningful engagement of Malawi Civil Society in COP processes
3. Strengthened capacity and coordination of civil society and other non-state actors’ for the implementation of the NDCs and NAP and Climate Change related policies

Under this project, CISONECC has facilitated integration of civil society perspectives in the development of the Malawi National Adaptation Plan (NAP) and updating of the Nationally Determined Contributions (NDC 3.0) processes – identifying and prioritizing adaptation and mitigation measures that support in building climate resilience. This was done through a series of activities including consultation in the NDC Stocktake; NAP inception workshop; validation of the NDC Stocktake Report; review of the NAP sectoral indicators and targets; review of NDC 3.0 adaptation and mitigation measures, among others.

Evidently, implementation of these NAP and NDC 3.0 requires adequate, predictable and sustainable climate finance. Reportedly, public resources’ contribution towards mitigation and adaptation interventions remains inadequate. Hence the need to explore innovative financing pathways. In this regard, the private sector is a critical ally to drive climate investments.

2. ABOUT THE ASSIGNMENT

Malawi continues to make strides to address the impacts of climate change. To ensure coordinated and focused efforts, the Ministry of Natural Resources through the Environmental Affairs Department (EAD), aligned with global climate agreements, launched the NAP process in 2014 to identify medium- and long-term climate change adaptation priorities. The NAP process aims to help governments assess climate risks, build resilience, and integrate adaptation into regular development budgets and policies. Furthermore, in line with the Paris Agreement (2015), the Government finalized the development of the NDC 3.0, a climate action plan that outlines steps to cut greenhouse gas emissions and adapt to climate impacts.

With the development of the NAP process being at an advanced stage and the NDC 3.0 finalized, CISONECC seeks to partner with a Consultant to conduct an assessment on Private Sector Financing Opportunities for the Implementation of the Malawi NAP and NDC 3.0.

2.1. Objectives of the Assignment

The purpose of the assignment is to identify funding opportunities for the private sector in readiness of the implementation of the NAP and NDC 3.0. The assessment will be used to develop a Private Sector Engagement Toolkit on Climate Change to enhance the participation of the private sector in mitigation and adaptation actions. The focus will be on understanding the enablers and barriers for climate change investments and generating recommendations on effective approaches of engagement.

Specifically, CISONECC seeks to achieve the following objectives;

1. To understand the instruments (legal, policy, institutional, financial) that guide private sector operations at national level;
2. To identify synergies in Malawi’s development agenda; climate change priorities; and private sector priorities;
3. To assess the extent of private sector participation in the implementation of climate related policies, strategies and plans;
4. To identify funding opportunities for achieving country-specific adaptation and mitigation goals;
5. To develop a Private Sector Engagement Toolkit on Climate Change to be used by CISONECC and relevant climate actors;

2.2. Scope of Work

The selected consultant or firm will be required to:

1. Review relevant literature (strategic plans, laws and Malawi policies) guiding private sector operations and current climate financing initiatives at national level
2. Conduct a comparative analysis of private sector priorities against Malawi’s development and climate change key priority areas
3. Analyze the extent of private sector participation in the implementation of climate related policies, strategies and plans with reference to, including but not limited to, the NDC 3.0, National Adaptation Programmes of Action (NAPAs) and identify barriers and enablers
4. Map and rank the level at which current resources (including technical and financial), governance and policy instruments enable or hinder private sector engagement and participation in climate and DRM initiatives
5. Based on the analysis provide recommendations for entry points and strategies for private sector engagement and participation in climate and DRM
6. Based on the analysis map and categorize potential funding opportunities (ideation and research, pilot and scale-up, innovation and capacity building)
7. Based on the findings develop a Private Sector Engagement Toolkit on Climate Change which would guide CISONECC’s intentional and targeted engagement of private sector as allies for financing climate solutions with key components including;
   1. Key risks, barriers and enablers for private sector engagement in climate and DRM
   2. Private sector investment priorities for adaptation and mitigation
   3. Financing opportunities and instruments
   4. Partnership and collaboration mechanisms for climate and DRM
   5. Best practices

2.3. Required Deliverables

The consultant/ firm is expected to deliver the following:

1. An inception report detailing the methodology for data collection and analysis of the information; and work plan according to each deliverable
2. Stakeholder Engagement Report summarizing key findings from consultations
3. Draft Private Sector Engagement Toolkit on Climate Change including;
   1. Situation analysis of private sector engagement in climate and DRM
   2. Key barriers and enablers for private sector engagement in climate and DRM
   3. Private sector investment priorities for adaptation and mitigation
   4. Partnership and collaboration mechanisms for climate and DRM
4. Presentation of the study findings, highlighting best practices, barriers and enablers, investment priorities and avenues for partnership and collaboration
5. A final assessment report incorporating inputs from private sector, CISONECC members and other key stakeholders

3. TIMEFRAME

The consultant is expected to complete the assignment within 30 working days from the date of contract signing.

4. TECHNICAL AND FINANCIAL PROPOSAL

Interested applicants must send a Technical and Financial Proposal (15 pages maximum, including appendix) detailing their approach to undertaking the assignment by 17:00 Hours. CAT on 23’d August 2026.

Submissions should include a summary of relevant experience in similar assignments, as well as the Curriculum Vitae of key personnel. The study team should consist of a Team Leader who possesses at least a Master’s degree plus technical specialists in finance, investment, climate policy, development studies, business administration, or a related field, along with extensive experience in research and private sector engagement.
