1.0 Institutional background

Jhpiego is an international non-profit organization affiliated with Johns Hopkins University. Through the use of innovative approaches, Jhpiego puts research into practice, develops creative solutions to improve health care services, and strengthens the capacity of countries to save the lives of women and families today, while building sustainable health systems for the future.

2.0 Request for Expressions of Interest

Jhpiego Malawi is requesting for Expressions of Interest for the engagement of an experienced Implementation Research (IR) Organization on consultancy terms to co-develop the national IR protocol and tools, ensuring alignment with the umbrella protocol and tools, and facilitate in-country approvals; lead IR implementation and analysis; generate actionable evidence-based products that directly feed policy and scale pathways; in Mzimba North (Northern Region), Lilongwe (Central Region) and Balaka (Southern Region) of Malawi.

3.0 Expression of Interest solicitation documents

Expression of Interest solicitation documents with detailed scope of work and other requirements can be requested from the Procurement Department on the following email address: lilongwe.procurement@jhpiego.org

4.0 Pre-bid meeting

A pre-bid virtual/online meeting is scheduled for May 25th, 2026, from 10:00 am to 12:00 pm to discuss the purpose and objectives of the implementation research and answer questions from IR organizations and prospective bidders. Those who are interested in attending the pre-bid virtual/online meeting should register by sending their contact details, organizational profile and any questions that they may have to the procurement department of JHPIEGO Malawi through email: Lilongwe.procurement@jhpiego.org; copying SUPREME LIFELINES Program Manager through email: Chimwemwe.Chirembo@Jhpiego.org not later than 20 May 2026. A virtual/online meeting link will be shared with the registered IR Organizations and prospective bidders.

5.0 Expression of Interest submission requirements
