REQUEST FOR EXPRESSION OF INTEREST FOR THE MANAGEMENT OF BLOCKS IN VIPHYA PLANTATIONS

1. BACKGROUND

The Government of Malawi, through the Ministry of Natural Resources, manages various forest industrial plantations and forest reserves in the country. Among these plantations is the Viphya Plantation, commonly known as Chikangawa. The plantation is located in the South Viphya Forest Reserve and has a total area of 81,826.15 hectares. The Government would like to concession out part of the plantation to the private sector, as part of its reform areas.

The Ministry through the Department of Forestry therefore seeks to solicit Expression of Interest (Eol) from local firms to engage in long term concession agreements for management of approximately 13,563.75 hectares (completely bare area broken down in the following lots: –

Interested local firms are requested to submit their expression of interests indicating the lots they are interested in applying for and the type of engagements envisaged, including but not limited to any partnerships and joint ventures. Interested firms are also requested to include in their proposals, evidence of resources, capacity and related experience in their current business.

2. THE OBJECTIVES OF THE CONCESSION

1. To replant and sustainably manage the concession area in Viphya Plantations.
2. To provide protection of streams in order to preserve water quality, to prevent soil erosion and to enhance conservation of biodiversity within the concession area.
3. To provide sustainable supplies of timber and non-timber forest products for different uses in Malawi while simultaneously reducing deforestation pressures in forest reserves and on customary land.
4. Where possible to invest in value addition on forestry related products and ensure that materials are provided on sustained basis for the operation of the plantation.
5. Where possible to enhance the provision of eco -tourism and recreation services.
6. To enhance community livelihoods through cooperate social responsibilities and employment.

3. SCOPE OF THE CONCESSIONS

The concessionaires will among other things be expected to:

1. Replant and manage the allocated area(s).
2. Develop and implement a management plan; and
3. Meet all the statutory requirements including fees and royalties.
4. Submit an Environmental Impact Assessment or Environmental Management and Monitoring Plan.

The services are required for a period of sixty (60) years.

4. SELECTION CRITERIA

The firms should meet the following requirements:

1. Having financial capacity to manage forest resources within the concession area.
2. The firm should have 5 years’ experience or expertise of demonstrated experience in management of forest plantations.
3. Familiar with value addition technologies on forestry products will be an added advantage.
4. Priority will be given to operators that do not have an existing concession/Forest management agreement with the Department of Forestry.
