Request for Expression of Interest for Consultancy Services Under the Championing Local Adaptation for Productive Ecosystems and Enhanced Resilience Project

A. BACKGROUND AND INTRODUCTION

The Bua River basin, covering 10,636 km? across six districts in Malawi’s Central Region, supports approximately 4.6 million people (22% of the national population). The predominantly rural catchment is characterized by critical biodiversity including Dry Miombo woodlands and threatened wetland ecosystems. However, vulnerable communities face intensifying climate impacts compounded by ongoing deforestation and land degradation, which have reduced critical ecosystem services such as water regulation and soil stabilization. With approximately 90% of rural populations dependent on rain-fed agriculture and fuel wood for survival, communities in the three targeted districts of Mchinji, Kasungu, and Nkhotakota remain trapped in a cycle of increasing climate vulnerability and decreasing resilience. This calls for urgent intervention through integrated adaptation approaches.

To address these impacts of climate change, the Ministry of Natural Resources, in collaboration with UNDP, is implementing the Championing Local Adaptation for Productive Ecosystems and Enhanced Resilience in Bua River Basin (CLAP For Resilience) project through the Environmental Affairs Department (EAD). This GEF-funded initiative aligns with Malawi’s Climate Change Management Policy and runs for six years (2026-2031) across Mchinji, Kasungu, and Nkhotakota districts in the Bua River Basin.

CLAP for resilience project’s objective is to increase adaptive capacities and reduce the vulnerabilities of communities to impacts of climate change through integrated catchment-based approaches that enable local communities to partner with the private sector to rejuvenate agriculture and enhance investments in climate-resilient livelihoods.

The project will achieve its objective through four (4) project components; (1) Strengthening capacities to support gender responsive grassroots interventions for climate change adaptation and governance of resources for long term resilience; (2) Supporting the adoption of climate resilient, nature based solutions for climate-resilient agriculture and ecosystems; (3) Strengthening private sector engagement for scaling up viable climate-resilient value chains and livelihoods; and (4) Participatory Planning, knowledge generation and knowledge management to support long term resilience to climate change.

To ensure that the project achieves some of its specific objectives reflected above, the Ministry would like to recruit a consultant to carry out a Geographic Information System (GIS) assignment as a vital initial step in pinpointing risk zones, such as areas prone to floods, droughts, extreme heat, ascertainment of landscape health highlighting deforested or/ and degraded areas. Assignment: Conduct participatory GIS mapping in the four sub-watersheds of Bua-River Basin (Individual Consultant).

1. Duration: 65 days spread over 3.5 months.
2. Reporting to: The Director of Environmental Affairs Department (EAD)
3. Scope of Services/Key Tasks

The individual consultant will be responsible for:

1. Conduct participatory GIS mapping workshops with local communities to identify areas of land degradation, erosion, flood exposure, biodiversity loss, and climate-vulnerability hot-spots. with deliberate emphasis on gender responsive participation and inclusion of women and youth groups.
2. Engage community members, including women and youth groups, in transect walks to ground-truth GIS data and validate key environmental challenges, ensuring women’s voices inform priority setting and intervention design.
3. Identify priority areas for Ecosystem-based Adaptation (EbA) interventions, including woodlots, fishponds, buffer zones rehabilitation, irrigation systems, and rainwater harvesting solutions, aligned with climate resilient livelihood opportunities.
4. In close-collaboration with district council staff, develop village-level action plans that integrate GIS data with community input, outlining clear roles and responsibilities for biodiversity protection and buffer management.
5. Facilitate consultations with local institutions (village committees, district councils, private sector representatives) to validate and finalize the action plans and identify implementation partnerships.
6. Provide training to local stakeholders on the use of GIS tools for monitoring and managing land use changes.
7. Establish a GIS database and monitoring framework with agreed upon indicators to enable ongoing tracking of land use changes and adaptation progress under the project’s knowledge management component
8. In close collaboration with district council staff, develop village level action plans that integrate GIS data with community input, outlining clear roles and responsibilities for biodiversity protection, buffer management, and livelihood enhancement with specific strategies for women’s economic participation.
9. Prepare and submit a comprehensive GIS mapping report and documentation.

(D) Minimum Qualifications and Experience

Education: Academic Qualifications: Master’s degree in any of the following fields: Geographic Information System (GIS) and Remote Sensing; Environmental Science or Engineering.

Experience: Minimum 10 years of proven experience in carrying out baseline studies of similar nature;

Demonstrated understanding of working with LiDAR processing, change detection algorithms; social modelling and mapping; skills in Google Earth Engine, QGI, Arc GIS; demonstrated experience in facilitating Participatory GIS (field based with communities); demonstrated experience in facilitation of village level action planning processes.

Skills and competencies: excellence communication, analytical, problem solving, organizational objectivity, reporting, excellent writing, documents review, independency and interpersonal skills, including fluency in written and spoken English.
