1. The Government of the Republic of Malawi has received financing from the International Development Association (IDA) of the World Bank toward the cost of the Food Systems Resilience Program (FSRP), and intends to apply part of the proceeds toward payments under the contract for Supply, delivery and installation of ICT Servers and Server Room Equipment for Digital Agriculture Unit – Data Center.

2. The Ministry of Agriculture, Irrigation and Water Development – Food Systems Resilience Program (FSRP) now invites sealed Bids from eligible bidders for Supply, delivery and installation of ICT Servers and Server Room Equipment for Digital Agriculture Unit – Data Center as follows:

NOTE

1	Deployment and Installation Services: The bidder shall provide complete installation, configuration, testing, commissioning. and knowledge transfer services. Services must be performed by the OEM or an OEM-authorized and certified partner. Evidence of OEM authorization and certification shall be provided with the bid.
2	Warranty 24x7x365 technical support coverage. Four (4) hour onsite response for critical hardware failures. Replacement of defective hardware components, including parts and labor, at no additional cost Access to all firmware updates, security patches, bug fixes, and software updates released during the warranty period. Remote diagnostics, troubleshooting, and technical assistance services.

3. Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2025 (Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Food Systems Resilience Program (FSRP) / AGCOM PIU Offices and inspect the bidding document during office hours 0900 to 1700 hours at the address No 1 given below.

5. The bidding document in English language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of’ a nonrefundable fee of MK50,000.00 (Fifty Thousand Malawi Kwacha). The method of payment will be cash basis. The document will be collected in an electronic form.

6. Bids must be delivered to the address No 2 below on or before 14.00 hours on 28th July, 2026. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders designated representatives and anyone who chooses to attend at the address No 2 below

7. All Bids must be accompanied by a Bid Security in the amount of MWK50,000,000.00 (Fifty Million Malawi Kwacha only).
