1. Salima District Council has received a grant financing from the Embassy of Iceland, through the Iceland-Malawi Basic Services Programme, to finance the constructions of school infrastructure in Salima District, as detailed in the table below:

2. Bidding will be conducted in accordance with Open Tendering using National Competitive Bidding (NCB) as specified in the Public Procurement and Disposal of Assets Act No. 7 of 2025 and is open to all eligible bidders as defined in the Procurement Regulations of 2020.

5. Bids must be valid for 120 Days after bid opening and must be accompanied by a Bid Security of Ten Million Kwacha Only (Mk10,000,000.00). The Bid Security shall be in the form of a bank guarantee, certified cheque, bank draft, irrevocable letter of credit or payable order issued by a reputable financial institution operating in Malawi and acceptable to the Employer. The Bid Security shall be valid for at least twenty-eight (28) days beyond the Bid Validity Period for which a copy shall be submitted with the bid documents.

6. Bids must be delivered at Salima District Council Offices on or before Friday, 21st August, 2026 at 10:30hrs in a tender box placed at the entrance of the Procurement Office. Late bids will be rejected. A copy of bids shall be shared electronically with the Embassy of Iceland, lilongwe@mfa.is for oversight purposes. Bidders must ensure that information in both bids is identical. Hard copies bids must be submitted to the address below:

7. Coordinates for site locations are provided above. A pre-bid meeting shall also be held at the Salima District Council offices on Tuesday 11 August 2026 at 10:00 a.m. local time, followed by a site visit to the project sites. Attendance by prospective bidders is optional but bidders are encouraged to attend.

8. Submitted bids shall be opened at 10:30 hours, local time on Tuesday, 21st August, 2026 at the Council Chamber, Salima District Council. Presence of bidders’ representatives is not required but welcomed.

9. Evaluation and award shall be conducted in accordance with the PPDA Act, applicable regulations and the criteria stated in the Bidding Documents.

Salima District Council shall evaluate bids based on responsiveness, eligibility, qualification requirements, experience, financial capacity, technical capacity and price, among other criteria stated in the Bidding Documents. The Embassy of Iceland shall have observer status in the evaluation process.
