1. Balaka District Council with funding from the Government of Malawi through the Constituency Development Fund (CDF) intends to apply part of the funds to cover the eligible payments for Construction and Upgrading of various infrastructure systems in Balaka. The District Council now invites sealed bids from eligible contractors registered with CIRA in the relevant categories for the procurement of the following works:

2. Bidding will be conducted through open tendering procedures under National Competitive Bidding (NCB) procedures as specified in the Malawi Public Procurement and Disposal of Assets Act 2025 and Regulations of the Government of the Republic of Malawi, and are open to all Contractors/bidders from Eligible Source as defined in the Bidding Documents.
3. Interested eligible bidders may obtain further information and inspect the bidding documents at the address (a) given below from 08:00 to 12:00; 13:00 to 16:00 hour’s local time (Monday to Friday, except national public holidays).
4. A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a non-refundable fee of MK20, 000.00. The method of payment will be cash. The Bidding Documents will be collected by the interested bidder.
5. Bids must be valid for ninety (90) days after bid opening. Bids must be delivered to the address in 8(a) and deposited in a box marked “Tender Box” that is placed at the Entrance of Balaka District Council’s Offices at or before 11.00 Hours Local Time on Monday, 28’h September, 2026. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend at the address in 8(b) below at 11.00 Hours Local Time on Monday, 28 September, 2026.
6. It is the responsibility of each Bidder to ensure that bids are submitted in accordance with “Instructions to Bidders” in the bidding documents as non-compliance to the instructions will lead to disqualification and rejection of the bid.
7. Please note that no official site visit will be held for this procurement. However, bidders who wish to familiarize themselves with the site may visit it at their own cost before the bid submission deadline.
