1. The Government of Malawi has received financing from the World Bank toward the cost of the Accelerating Sustainable and Clean Energy Access Transformation in Malawi (ASCENT Malawi) which is being implemented by the Electricity Supply Corporation of Malawi Limited (ESCOM). ESCOM intends to apply part of the proceeds toward payments under the contract for Construction of Low Voltage Lines, service wire and ready board in towns and cities.
2. ESCOM now invites sealed bids from eligible bidders for the Construction of Low Voltage Lines, service wire and ready board in towns and cities:

3. Bidding will be conducted through National Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated September 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from The Electricity Supply Corporation of Malawi Limited and inspect the bidding document during office hours 09:00 to 17:00 hours at the address at 9(a) below.
5. A complete set of bidding document in English language shall be obtained from Project Procurement Office at ESCOM House, Annex Building, First Floor and/or can be downloaded for bidding purposes from the following link: www.escom.mw; upon payment of a fee of MK20,000.00 or equivalent and registration with Project Procurement Office. 6. Bids must be delivered to the address at 9 (b) below on or before 10.00 hours on 30th September, 2026. Electronic Bidding Will Not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address at 9 (b) on 30th September 2026 at 10:30 hours
7. All Bids MUST be accompanied by a Bid Securing Declaration
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
