NATIONAL COUNCIL FOR HIGHER EDUCATION
OPEN TENDER FOR THE DISPOSAL OF MOTOR VEHICLES
Disposal Reference Number NCHE/PO/8/26

1. National Council for Higher Education (NCHE), has motor vehicles which it intends to dispose of by means of tendering through sealed bids on “as is” “where is” basis with no guarantee or warranty expressed or implied as to the condition of the items.

2. NCHE invites sealed written expressed bids from interested members of the public for the acquisition of the motor vehicles listed below.

3. Bidding shall be conducted through Open Tendering using sealed bids and full compliance with the Public Procurement and Disposal of Public Assets Act 2025 and its subsidiary regulations. Participation is open to eligible Malawian citizen bidders, who shall be required to submit copies of their valid national identification cards as part of their bid submissions.

4. Bidders may submit bids for both motor vehicles. However, each successful bidder shall be eligible to purchase only one motor vehicle.

5. Viewing of each motor vehicle shall be conducted during official working hours (8:30-16:00 hours local time, Monday to Friday, excluding public holidays only and by prior appointment. All prospective bidders are required to sign the designated vehicle viewing register during inspection of the motor vehicle being offered for disposal.

6. The award of contracts to successful bidders shall be communicated formally in writing. Successful bidders shall be required to make full payment to NCHE within ten (10) days of receiving the letter of offer. Failure to make payment within the stipulated period shall result in the withdrawal of the offer and the award of the motor vehicle to the next eligible bidder. Once payment has been made, no refunds shall be granted.

7. Sealed bids marked with the Disposal Reference Number should be deposited in the Tender Box on or before Friday 28t August, 2026 at 9:00 hour’s local time. Electronic bibbing will not be permitted and late bids shall be rejected. Bids will be opened in the presence of bidders’ representative who choose to attend at the address given in 11 below at 9:00hours local time on 28th August, 2026.

8. NCHE reserves the right to accept or reject any bid, in whole or in part, without assigning any reason (s).

9. Bidders not appearing on the viewing register will have their bids rejected.
