OPEN LOCAL TENDER FOR THE SUPPLY OF A CERVICAL CYTOLOGY LABORATORY

Subject of the contract Supply, delivery DDP, unloading, siting and installation, commissioning, end-user training and after-sales service of a complete cervical cytology laboratory, including equipment, consumables, reagents and digital pathology and telepathology solutions, as detailed in the tender dossier.
Place of delivery DREAM” Center Laboratory, Mandala – Blantyre, Malawi.
Estimated budget EUR 150,000.
Nature of the contract Supply contract, hybrid (lump sum and unit prices). Single lot; tenders for part of the quantities will not be considered.
Participation Participation is open on equal terms to all natural and legal persons, participating individually or in a consortium, without limitation as to nationality, and to international organisations. Supplies may originate in any country. Selection criteria concerning economic and financial capacity, professional capacity and technical capacity apply and are set out in full in the tender dossier.
Award criterion The compliant tender offering the best price-quality ratio: technical quality 60 points, price 40 points, with a minimum technical threshold.
Period of

implementation

28 days from the purchase order, until provisional acceptance. Warranty of 24 months from provisional acceptance.

Submission of tenders Tenders must be submitted on paper, in a sealed envelope, in accordance with the instructions to tenderers. Electronic submission is not permitted. Tenders must be sent to: Associazione Patologi Oltre Frontiera (APOF) ODV-ETS c/o Doc’s & Parcels, Piazza Dante 16, 00185 Rome, Italy – for the attention of Paolo Giovenali, President of APOF. If hand delivered, to the same address, Monday to Friday, 09:00-13:00 and 14:00-17:00. Tenderers are additionally requested to send a copy of the proof of dispatch (courier receipt or postal stamp) by e-mail to segreteria@apof.euby the same deadline.
Deadline for submission of tenders 12:00 on 15 October 2026. On that date Central European Summer Time and Malawi time (CAT) are the same, both being UTC+2. Tenders must be submitted on paper, in a sealed envelope, in accordance with the instructions to tenderers.
Requests for clarification In writing to segreteria@apof.eu, no later than 24 September 2026. Clarifications and any additional information will be published on https://www.apof.eu/bandi-e-procedure-di-gara.html no later than 7 October 2026, and communicated simultaneously to all tenderers
Tender opening session Public, at 10:00 on 22 October 2026, at the operating office of the contracting authority, Via Buonarrot 30, 00185 Rome, Italy. Tenderers wishing to attend must notify segreteria@apof.eu at least two working days in advance.
