REQUEST FOR PROPOSALS (RFP) FOR PROVISION OF EXTERNAL AUDIT SERVICES

1. Introduction
The Ministry of Education has budgeted funds and intends to apply part of the funds towards the cost of Consultancy Services for the Provision of External Audit Services for the Improving Secondary Education in Malawi (ISEM II) Project.
2. Request for Proposals
The Ministry now invites proposals to provide consultancy services to undertake financial audit for the financial 2024/25, 2025/26 and 2026/27 as detailed in the Terms of Reference in the RFP.
The consultant shall have a Certified Public Accountant with ACCA/FCCA qualification. The consultancy services contract shall be renewed annually for a maximum period of three years. The renewal shall be based on satisfactory performance and availability of funds.

4. Method of Selection
Bidding will be conducted in accordance with the open tendering procedures contained in the Public Procurement and Disposal of Assets Authority (PPDA) Act, 2025 and Public Procurement Regulations, 2020 of the Government of the Republic of Malawi and is open to all eligible Consultants.
A consultant will be selected through Quality Cost Based Selection (QCBS) procedures and in a Full Technical Proposal (FTP) format as described in this RFP, in accordance with the of the PPDA Act.
5. Proposal Submission
Completed copies of proposals in one envelope clearly marked “PROPOSAL FOR PROVISION OF EXTERNAL AUDIT SERVICES” and the outer envelope shall contain two separate envelopes one marked “Technical Proposal for Provision of External Audit Services” and the one marked Financial Proposal Provision of External Audit Services” and must be submitted to the ministry at the address indicated below before or at 14:00hrs on 5th March 2026.

6. Proposal Opening
Opening of proposals shall take place at Ministry of Education-Conference Room, Capital Hill Headquarters on 5th March 2026 at 14:00hrs and bidders or their representatives and the general public who wish to attend shall be welcome.
7. Ministry of Education, Science and Technology is not bound to accept the lowest or any proposal but reserves the right to exercise choice of lowest evaluated, substantially responsive proposal and can cancel the procurement proceedings at any stage.
