Rehabilitation Works for Mathimba Irrigation Scheme in Thyolo District

1. The Government of Malawi, through the Ministry of Agriculture Irrigation and Water Development, has allocated funds under the Enhancing Climate Adapted Productivity through Improved Water Management in Southern Malawi Project (ECA-PWMSM) in support of the National Irrigation Strategy (NIS) and intends to apply part of these funds to eligible payments under the Contract for the Construction of Mathimba Irrigation Scheme in Thyolo District.
2. The Department of Irrigation (Dol) is implementing the National Irrigation Strategy (NIS), which aims at increasing irrigated land, enhancing agricultural productivity, and improving food security and resilience to climate change in Malawi. As part of implementing the NIS, the Department is executing the Enhancing Climate Adapted Productivity through Improved Water Management in Southern Malawi Project (ECA-PWMSM). The Project supports the development of irrigation infrastructure (civil works) to enhance climate-resilient agricultural productivity, promote high-value crop production, strengthen agricultural value chains, and build capacity among farming communities in Southern Malawi.
3. The Ministry of Agriculture Irrigation and Water Development now invites sealed bids from from eligible entities (bidders) in the unlimited category of contractors registered with CIRA for the execution of the construction works for Mathimba Irrigation Scheme in Thyolo District, which is being procured as a unit price contract based on the Bill of Quantities (BoQ).
4. This Invitation for Bids (IFB) is open to all eligible national bidders who wish to participate. Subject to the restrictions stipulated in the bidding document, eligible bidders may associate with other bidders to enhance their capacity to successfully carry out the works.
5. A contractor will be selected using the National Competitive Bidding (NCB) method in accordance with the Government of Malawi Public Procurement and Disposal of Assets (PPDA) Act and its applicable Regulations. The process will include review and verification of qualifications and past performance, including reference checks, prior to contract award.
Please note that a site meeting will be held as described in the Bid Data Sheet (BDS) Section II of the bidding document.
7. Bidders interested in submitting a bid shall purchase the bidding document upon payment of a non-refundable fee of MK 20,000.00 by sending an email or letter, providing full contact details of the bidder, to the address below. This will ensure that bidders receive any updates regarding the bidding document.

8. Bids must be delivered to the address and in the manner specified in BDS ITB 23.1, no later than 14:00 hours local time on Wednesday, 4th March 2026.
9. Bidders should note that late bids will not be accepted under any circumstances and will be returned unopened at the written request and cost of the bidder. All bids must be accompanied by a Bid Security in the form and amount specified in the Bid Data Sheet.
10. Please note that electronic bidding will not be permitted.
