1. INTRODUCTION AND BACKGROUND
SteeCon Limited invites sealed tenders from eligible, experienced, and financially stable transportation and logistics providers for the provision of comprehensive transport and delivery services for SteeCon construction and building products across Malawi.
The objective of this tender is to select a reliable primary transport partner capable of ensuring the safe, timely, and cost-effective delivery of our heavy and sensitive building materials to our designated clients, distribution centers, and construction sites.
2. SCOPE OF WORK (SoW) AND PRODUCT SPECIFICATIONS
The successful Bidder will be responsible for the end-to-end transportation of SteeCon products. The scope includes pickup, line haul transit, final-mile delivery, proof of delivery (POD) management, and reverse logistics for rejected goods.
Product Specifications and Mandatory Handling Requirements
Bagged Cement (Highly susceptible to moisture )
Mandatory: Transport in fully enclosed trucks or open trucks with heavy-duty, waterproof tarpaulins securely fastened. Strict stacking limits must be observed to prevent bag rupture.
Cement Blocks and Interlocking Blocks
Heavy and prone to chipping/cracking.
Mandatory: Flatbed transport with careful stacking, edge protection, and secure tie-downs to prevent shifting and breakage during transit on varied road conditions.
Iron Sheets
Long, bulky, and prone to bending/warping.
Mandatory: Flatbed trucks of appropriate length. Must be securely strapped/banded to prevent wind uplift or deformation. Careful handling required to prevent injury from sharp edges.
Welding Products
May include heavy machinery and consumables (including welding machines and generators). Mandatory: Dry, secure storage to prevent rust. If transporting hazardous materials, the Bidder must hold valid transport certifications and comply with Malawi’s environmental and safety regulations.
3. CONTRACT DURATION
The initial contract period will be for 6months, commencing on 1 October 2026. SteeCon Limited reserves the right to extend the contract for an additional 6 months based on satisfactory performance and mutual agreement.
4. INSTRUCTIONS TO TENDERERS
4.1. Tender Enquiries: All questions must be submitted online to by 21st September, 2026.

Technical Proposal: The following documents shall be included in the Technical Submission:
- Detailing delivery methodology,
- Fleet suitability (1-2 ton vehicle, 4-7 ton vehicle. 10-ton vehicle, 20-ton vehicle)
- Tracking technology,
- HSE (Health, Safety, and Environment) policies,
- Company experience (No pricing). (Similar experience preferred with evidence of previous works done)
- Key Personnel
- Quality Management Plan that highlights all quality management practices from loading to delivery of goods
- Time management plan (for timely delivery of goods)
Commercial Proposal: The completed RFQ Pricing Schedule (Part 2 of this document) inclusive of Bid Submission Form, Proof of Financial Standing, Company Business Registration Documents, Tax Clearance Certificates.
4.3. Submission Deadline: Tenders must be received no later than 17:00hrs Malawian Timeon 28th September, 2026. Late submissions will be automatically disqualified.
