COMPLETION OF NEW TEACHING COMPLEX AND ITS ANCILLARY STRUCTURES AT LILONGWE
UNIVERSITY OF AGRICULTURE AND NATURAL RESOURCES (LUANAR)-NATURAL RESOURCES COLLEGE (NRC) IN LILONGWE

1. The Government of the Republic of Malawi through Lilongwe University of Agriculture and Natural Resources (LUANAR) has set aside funds for completion of a New Teaching Complex and its Ancillary Structures at LUANAR-(NRC) under the Capacity Expansion and Production Knowledge Generation and Application Project.

2. The Chairperson of Internal Procurement and Disposal Committee, LUANAR invites sealed bids from eligible Bidders who are currently registered in the Unlimited Category (Building) with the Construction Industry
Regulatory Authority (CIRA).

3. Bidders MUST attend the Mandatory Pre-bid and Site Meetings to be held on Friday, 31st July 2026 from 13:30pm at Natural Resources College (NRC) off Mchinji Road

4. Bids shall be returned to The Chairperson, Internal Procurement and Disposal Committee, LUANAR- Bunda College, P.O Box 219, Lilongwe before 10:00hrs local time on Friday 14th August 2026. Bidding documents shall be deposited into a Tender box at the Old Bunda administration block after registration at Procurement and Disposal Office. Late bids will be rejected and returned unopened. Bidders and/or their representatives and members of the general public, may attend the opening of the bids at 10:00hrs local time on Friday 14th August, 2026 at The Gateway Administration Block, Floor No.3, Second boardroom, Bunda College, off Mitundu road in Lilongwe.

6.0 A complete set of Bidding Document in English may be purchased by interested bidders in person upon payment of a non-refundable fee of MK50, 000.00 at the address in paragraph 5 above between 8:00 a.m. and 4:30 p.m. working days. The method of payment will be in form of cash.

7.0 Bidding documents will be ready for collection from Wednesday, 15th July, 2026 between 10.00a.m and 4:30p.m on working days ONLY.

8.0 Please note that bidding documents will have to be collected or sent to your email upon producing proof of payment.

9.0 Bidding will be conducted in accordance with the Open Tendering Procedures contained in the Public Procurement and Disposal Act, 2025 and Public Procurement Regulations, 2020 of the Government of the Republic of Malawi.

10.0 Request for clarification (which must be in writing) on bidding documents or general questions must be sent to the address in (5) above at least 7 calendar days before the closing date of the tender.

11.0 Bids will be opened in the presence of the bidders or their representatives, who choose to attend in person at Gateway Administration Block; Floor No.3 at the address in paragraph 10 (c) below at 10:00 hours (local time) on Friday 14th August, 2026.

12.0 Bidding documents shall be deposited into a Tender box at the reception; Lilongwe University of Agriculture and Natural Resources (Bunda Campus- Gateway Administration Block; Ground Floor) after registration at Procurement Offices at First Floor. Late bids will be rejected and returned unopened.

13.0 It is the responsibility of each Bidder to ensure that bids are submitted in accordance with “Instructions to Bidders” in the bidding documents, as non-compliance to the instructions will lead to disqualification and rejection of the bid.

14.0 Bids shall be valid for a period of 120 days after bid opening.

15.0 The Lilongwe University of Agriculture and Natural Resources does not bind itself to accept the lowest or any bid, but reserves the right to exercise choice of the lowest evaluated substantially responsive bid in accordance with the law.
