1. The Blantyre City Council (BCC) is mandated to provide environmentally friendly, high quality, efficient and effective demand driven municipal services in partnership with the individual and corporate residents to attain better quality lives for all residents in the City. 2. Bidding follows National Competitive Bidding procedures as per the Public Procurement and Disposal of Assets Act, 2025, and subsidiary regulations and is open to all bidders from eligible source countries. Bidders must have a valid 2026-2027 Construction Industry Regulatory Authority (CIRA) registration certificate, meet engineering category (as per the table). Lots 1- 10 are reserved for 5 Billion Civil Engineering category and above, Lots 11-14 are reserved for the MKS Billion Civil Engineering category only, Lots 15-19 for the 1 Billion Civil Engineering category only. Lots 20-22 for the MK500 Million Civil Engineering category only. Lots 23-24 for MK 5 Billion Building Category and above and Lots 25-27 for the MK500 Million Building category only. Bidders may bid on multiple lots but successful bidders will be awarded only one.

3. Interested eligible bidders may obtain further information and inspect the Bidding Documents from the Council’s Procurement and Disposal Unit at the address shown in 6(a) below from 08:00 Hours to 12:00 Hours and 14:00 Hours to 16:00 Hours from Monday to Friday, except public holidays.

4. A complete set of Bidding Documents shall be acquired upon payment of a non-refundable fee of MK20, 000.00 (Twenty Thousand Kwacha) to the Cashier at Finance Building located at Blantyre City Council Civic Centre. Bidding documents shall be collected from Procurement and Disposal Unit of Blantyre City Council, Civic Centre. The method of payment will be cash or bank certified cheque.

5. Bids clearly marked. “Civil and Building Construction Projects in Blantyre City” must be delivered to the address shown at 6 (a) below on or before 30 July 2026 at 14:00 hours. Please take note that duly signed Bid Securing Declaration Form shall be accepted. Late bids shall be rejected. Bids shall be opened in the presence of the bidders or their representatives who choose to attend at the address shown at 6(b) below on 30 July, 2026 at 14:00 Hours.
