Invitation for Bids (IFB) One Envelope

PROCUREMENT REF: LLDC/CDF/W/2026-27/Lot 1-4
1. Lilongwe District Council has received funds from the Government of Malawi through the Constituency Development Fund (CDF) and CDF under District Wide Investment Projects. The Council intends to apply par of the funds to cover the eligible payments for Construction and Completion of various infrastructure systems in Lilongwe.
2. The District Council now invites sealed bids from eligible contractors registered with CIRA in the relevant categories for the procurement of the following works:

3. Bidding will be conducted through open tendering procedures under National Competitive Bidding (NCB) procedures as specified in the Malawi Public Procurement and Disposal of Assets Act 2025 and Regulations of the Government of the Republic of Malawi, and are open to all Contractors/bidders from Eligible Source as defined in the Bidding Documents
4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address given below from 08:00 to 12:00; 13:00 to 16:00 hour’s local time (Monday to Friday, except national public holidays).
5. A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a non-refundable fee of MK30, 000.00. The method of payment will be cash. The Bidding Documents will be collected by the interested bidder in Procurement and Disposal Unit (PDU) room 13A.
6. Bids must be valid for One Hundred Twenty (120) days after bid opening and must be accompanied by a Bid Securing Declaration per lot in original form.
7. Bids must be delivered to the address in 10(a) and deposited in a box marked “IPDC Tender Box” that is placed at the Entrance to Lilongwe District Commissioner’s Offices at or before 10.00 Hours Local Time on Thursday, 24th September, 2026. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend at the address in 10(b) below at 10.00 Hours Local Time on Thursday, 24th September, 2026.
8. It is the responsibility of each Bidder to ensure that bids are submitted in accordance with “Instructions to Bidders” in the bidding documents as non-compliance to the instructions will lead to disqualification and rejection of the bid. The Award Criteria will be One (1) Lot per bidder.
9. A mandatory Site Visit and Pre – Bid meeting will be held in all areas on Tuesday, 15th September, 2026 from 08:00 hours. The departure venue is Lilongwe District Council at Main Car Park.
