INVITATION FOR BIDS

NATIONAL COMPETITIVE BIDDING (NCB)

DATE OF ISSUE OF BID DOCUMENTS: THURSDAY, 13TH AUGUST, 2026

1. Zomba City Council (ZCC) has budgeted funds under the 2026/2027 financial year budget and intends to use part of these funds for the works and services set out in the table below:

2. The Chairperson of the Internal Procurement and Disposal Committee (IPDC) of Zomba City Council now invites sealed bids from eligible and qualified local contractors and consultants registered in the categories shown in the table above for the works and services listed above.

3. Bidding will be conducted in accordance with the open tendering procedure under National Competitive Bidding (NCB) as provided for in the Public Procurement and Disposal of Public Assets Act (Act No. 7 of 2025) of the Government of Malawi.

4. A complete set of bidding documents in English may be obtained by interested bidders from the address at
8(a) below upon payment of a non-refundable fee of MK30,000.00 per lot. Payment shall be made in cash and deposited into the following account:

Proof of payment must be presented when collecting the bidding documents.

5. A pre-bid meeting shall be held on Wednesday, 19th August, 2026 at 10:00 hours local time at the Civic Office, Zomba City Council, for the works and consultancy services relating to roads and bridges only (Lots 1, 2 and 5).

6. Completed bids, in sealed envelopes clearly marked with the description of the works or services and the relevant procurement reference number, must be delivered to the address at 8(b) below on or before 10:00
hours local time on Wednesday, 2nd September, 2026. Late bids will be rejected and returned unopened.
Bids will be opened immediately thereafter, at 10:00 hours local time on Wednesday, 2nd September, 2026, at the address at 8(c) below, in the presence of bidders or their representatives who choose to attend. All bids must be accompanied by a duly signed Bid Securing Declaration Form.

7. Bids shall remain valid for a period of one hundred and twenty (120) days from the date of bid opening.
