UNDER CDF FUNDS IN LILONGWE CITY PHASE 2

1. Lilongwe City Council (LCC) with funding from the Central Government (Treasury) through the Local Government has budgeted public funds for the procurement of works for the Construction, Upgrading and Rehabilitation of selected projects under CDF in Lilongwe City.

2. The LCC now invites sealed bids from eligible bidders for the Construction, Upgrading and Rehabilitation of the following selected Lilongwe City projects.

3. Bidding will be conducted following National Competitive Bidding (NCB) procedures and in full compliance with the provisions of Malawis Public Procurement and Disposal of Public Assets Act of 2025 and its Subsidiary Legislations, and is open to all eligible contractors registered with the Construction Industry Revenue Authority of Malawi (CIRA) and have renewed their membership.

4. Interested eligible bidders may obtain further information and inspect the bidding documents from; The Chief Procurement Officer, Lilongwe City Council, Civic Offices, Off Robert Mugabe Crescent, City Centre during working hours from 07:30am to 12:00 Noon and from 2:00pm to 4:30pm.

5. A complete set of Bidding Documents in English may be purchased by interested bidders during office hours, from 08:00 to 12:00 and from 13:00 to 16:00, Monday to Friday starting from Monday, 24th August 2026, upon payment of a non-refundable fee of K20,000.00 to the cashier at FDH Bank Service Centre located at Civic Offices and bidding documents shall be collected from the Procurement Unit of Lilongwe City Council Civic Offices, Room No. 114. The method of payment will be cash or bank certified cheques only.

6. Bids must be delivered in sealed envelopes clearly marked contract number and contract name at or before 14:00pm on Friday, 11th September, 2026 at the address indicated below.

7. All bids must be accompanied by a Bid Securing Declaration. Late bids shall be rejected. Bids will be opened in the presence of the bidders’, or their representatives, who choose to attend at LCC Chamber at 14:00pm on Friday, 11th September, 2026.

8. The LCC shall hold a Pre-Bid Meeting on Tuesday, 1st September, 2026 at 09:00am at LCC Civic Offices. The pre-bid meeting shall be preceded by a site visit.
