1. Dowa District Council has received funds from the Government of Malawi through the Constituency Development Fund (CDF) and intends to apply part of the funds for Construction and Upgrading of various infrastructures within Dowa District. The District Council now invites sealed bids from eligible contractors registered with CIRA in the relevant categories for the procurement of the following works:

2. Bidding will be conducted through open tendering procedures under National Competitive Bidding (NCB) procedures as specified in the Malawi Public Procurement and Disposal of Assets Act 2025 and Regulations of the Government of the Republic of Malawi, and are open to all Contractors/bidders from Eligible Source as defined in the Bidding Documents.

3. A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a non-refundable fee of MK30, 000.00. The method of payment will be cash. At the Casher’s office.

4. Bidding documents shall be issued through electronic soft copies (Bidding Documents, BOQs, ESMPs, Drawings)

5. Bids must be valid for Ninety (90) days after bid opening and must be attached with a Bid Securing Declaration Form.

6. A mandatory Site Visit and Pre-Bid meeting will be held in all areas on Tuesday and Wednesday, that is 28th & 29th July, 2026 respectively from 08:00 hours. The departure venue is Dowa District Council Main Car Park.

8. Bids must be delivered to the address below and deposited in Tender Box that is placed at the Entrance of Dowa District Council Offices at or before 10.00 Hours Local Time on Friday, 7th August, 2026. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in Dowa District Council’s Chamber at 10.00 Hours Local Time on Friday, 7th August, 2026.

9. Envelopes containing bids should clearly be written project name with its procurement reference number to:
