Background

The Evangelical Lutheran Development Service (ELDS) is a development service arm of the Evangelical Lutheran Church in Malawi (ELM) founded in 1989 and an active member of ACTAlliance Global and National. ELDS works in rural areas of Malawi to promote the well-being of less privileged populations through humanitarian and sustainable development (Climate Resilient Livelihoods-Food and Nutrition Security, Community Health, Rights and well-being; Social Protection, Justice and Empowerment) in a changing climate.

ELDS is implementing a Project called “DI WASH 8” in 4 T/As of Dowa District, with support from Self Help Africa under the Charity: Water Fund for a period of 12 months. ELDS is therefore inviting interested contractors/firms to bid for the construction of the following:

Lot 1: Construction of Primary School Girls VIP Latrines (2)

Located in Dowa, Traditional Authorities Mkukula and Chiwere, Senga Primary School (Senga Zone) and Mtengoopota Primary School (Kapita Zone) respectively. The Service Provider is expected to construct a 5 door Girls VIP latrine with a change room as indicated in the BoQs and designs (refer to the link below). The Service Provider is expected to follow all the requirements as specified in the design and BoQs using high quality materials and workmanship.

Lot 2: Construction of Primary School Boys VIP Latrines (2)

Located in Dowa, Traditional Authorities Mkukula and Chiwere, Senga Primary School (Senga Zone) and Mtengoopota Primary School (Kapita Zone) respectively. The Service Provider is expected to construct a 4 door Boys VIP latrine with a urinal as indicated in the BoQs and designs (refer to the link below).

The Service Provider is expected to follow all the requirements as specified in the design and BoQs using high quality materials and workmanship.

Lot 3: Hand Washing Facility (4)

Located in Dowa, Traditional Authorities Mkukula and Chiwere, Senga Primary School (Senga Zone) and Mtengoopota Primary School (Kapita Zone) respectively. The Service Provider is expected to construct 4 Hand Washing Facilities (2 in each School) as indicated in the BoQs and design (refer to the link below). The Service Provider is expected to follow all the requirements as specified in the design and BoQs using high quality materials and workmanship.

Submission, Opening and Evaluation of Bids

Service Providers should prepare sealed bids in hard copies per “Lot” separately as specified above and submit sealed copies to ELDS Main Office in Lilongwe.

Opening of the Bids will be done openly and publicly in presence of Bidder representatives at a date to be communicated. The Service Providers will be evaluated based on compliance with the minimum requirements as follows; Field of specialization of the firm, experience in carrying out similar specific assignments in the past 5 years, adequacy of the technical approach and methodology to undertake the assignment, key experts’ qualifications and competence for the assignment, experience in similar working conditions and estimated cost of the assignment.
