CONSTRUCTION OF TOLL GATES AND ASSOCIATED WORKS
National Competitive Bidding (NCB)

1. Project details and financing

1.1. The Roads Authority, (RA) budgeted public funds to be used for the procurement of various construction works in the 2026-2027 financial year. The RA now invites sealed bids from eligible bidders for the Construction of Toll Gates and Associated Works at the following sites:

1.2. The works shall be completed within a period of Eight (8) months and shall comprise construction of the following structures:

1. Road Works: concrete pavement on crushed stone base about 64 m length;
2. A toll canopy of about 14m x 18.2 m steel frame on 6 No steel box columns;
3. One office block of approximately 217 m? surface area and toll booths;
4. Borehole water supply system with an elevated tank.
5. Guard house:
6. Electrical supply with solar, ESCOM grid and generator

2. Bidding Procedures

2.1. Bidding will be conducted in accordance with the open tendering procedures contained in the Public Procurement and Disposal of Public Assets (PPDA) Act, (2017) and Public Procurement and Disposal Regulations (2020). Bidding is open to all bidders from eligible source countres

2.2. A bidder shall be required to obtain a certificate of registration from the Construction Industry
Regulatory Authority (CIRA) in the 10Billion Kwacha Civil Engineering Category.

2.3. Bidders are required to meet the following evaluation criteria:

2.3.1. Average Annual Turnover for the past three years of MWK3 Billion;

2.3.2. Access to financial resources of at least MWK500 Million;

2.3.3. A Bidder shall demonstrate capacity in undertaking Previous experience in Three (3) similar road and commercial building projects in the last five years.

2.3.4. The domestic electrical subcontractor must have an electrical installation certificate from Malaw Energy Regulation Authority (MERA) and must be registered with the CIRA and must have undertaken at least Three (3) similar assignment;

2.4. Interested eligible bidders may obtain further information from the Procurement Section, Roads Authority Headquarters, Functional Buildings, Lilongwe.; Email: ipc@ra.org.mw and inspect the bidding documents at the address indicated at 4.1 from 08:00 – 12:00 hours and from 13:00 – 16:30 hours Monday to Friday starting from 30th July, 2026.

3. Bidding Documents and procedures

3.1. A complete set of Bidding Documents in English may be obtained by interested bidders at the address indicated in 4.1 upon payment of a non-refundable fee of MWK40,000.00 (Forty Thousand Kwacha only). Bidding Documents may also be accessed at RA website : www.ra.org.mw.

3.2. The method of payment will be cash or bank certified cheque deposited at the account as follows.

3.3. The documents may be collected by bidders, or will be sent by courier upon the bidder’s prior arrangement. No liability will be accepted for loss or late delivery by courier.

3.4. The Roads Authority shall hold pre-bid meetings and the meetings will be preceded by a site visit which shall not be mandatory as follows:

4. Bid submission and opening

4.1. Bids must be delivered in sealed envelopes on or before 10:00 Hours Local Time on 21st August, 2026 clearly marked and to be addressed to:

4.2. All bids must be accompanied by a bid securing declaration form. Late bids shall be rejected
