1. The Government of Malawi has received financing from the African Development Fund herein after called the Bank toward the cost of the Rumphi Water and Sanitation Services improvement Project and intends to apply part of the proceeds toward payments under the contracts for Construction of Public Sanitation Facilities in Rumphi District.

2. The Northern Region Water Board (NRWB) now invites sealed Bids from eligible Bidders registered with the Construction Industry Regulatory Authority (CIRA) in the MK 1 billion and above Building Category for Construction of Public Sanitation Facilities in Rumphi District. The construction period is Eight (8) Calendar Months for Lot 1 and Eight (8) Calendar Months for Lot 2.

3. Bidding will be conducted through the Open Competitive Bidding (National) (OCBN) procedures as specified in the Bank’s the Procurement Policy for Bank Group Funded Operations dated October 2015 and effective January 1, 2016, and is open to all eligible Bidders as defined in the Procurement Framework.

4. Interested Eligible Bidders may obtain further information from Northern Region Water Board, Kawiluwilu House, Bloemwater Street, Private Bag 94, Mzuzu, Malawi, Attention: The IPDC Chairperson, Attention Eng. Catherine Mwafulirwa, Email: cmbewe@nrwb rg.mw copy ipdc @nrwb.org.mw, and inspect the bidding document during office hours 0730 to 1630 hours at the address given at 9 below.

5. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address at 9 below and upon payment of a nonrefundable fee of MWK 30,000.00 or equivalent in a convertible currency. The method of payment will be cash or deposit or direct transfer to the following accounts:

6. Bids must be delivered and deposited in a tender box located near the Reception at Kawiluwilu House, in Mzuzu on or before 14:00 hours (local time in Malawi) on 12th May 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders designated representatives and anyone who chooses to attend at the address below.

7. All Bids must be accompanied by a Bid Security of MWK24,000,000.00 or equivalent in a freely convertible currency for Lot 1 and MWK12,000,000.00 or equivalent in a freely convertible currency for Lot 2

8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
