The Government of Malawi, through M’mbelwa District Council, has allocated funds in its 2026/2027 financial year budget for the procurement of various works and intends to apply a portion of these funds toward payments under the contracts resulting from this procurement process.

1) Bidding will be conducted in accordance with the National competitive bidding (NCB) procedures contained in the Public Procurement Law and Regulations of the Government of Malawi and is open to all bidders from eligible source countries. A bidder shall be required to obtain a certificate of registration from the Construction Industry Regulatory Authority (CIRA) in a relevant category specified in the document demonstrating registered Contractor status for the works, as a condition of contract award.

2) Interested eligible bidders may obtain further information from M’mbelwa District Council, Procurement Unit, Phone number 0999 442 450, 0888 238 025, email- francischingwalu@yahoo.com and inspect the Bidding Documents at M’mbelwa District Council office, P.O. Box 132 Mzimba, from 7:30 to 12:00 and 13:30 to 16:30 hours local time (Monday to Friday, except on national public holidays)

3) A complete set of Bidding Documents in English may be obtained by interested bidders at a non-refundable fee of MK50,000.00 at M’mbelwa District Council Office, P.O. Box 132 Mzimba.

4) The complete set of Bidding Documents must be delivered to The Chairperson, IPDC M’mbelwa District Council, P.O Box 132, Mzimba no later than 20th September, 2026 at 10.00hrs local time. Late bids shall be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at M’mbelwa District Council, Sandton Conference Hall Next to Mzimba National Bank 20th September, 2026 at 10.00hrs. M’mbelwa District Council is not bound to accept the lowest or any other bid and may reject any or all of the bids.

5) The procuring entity shall conduct a mandatory pre-bid site visit to all the project sites as detailed in the schedule below:
