1. The Ministry of Transport and Public Works, through the Department of Railway Services, intends to engage a Consultant for the Feasibility Study and Preparing Designs for the Construction of a Railway Spur Line to Magwero Industrial Park and Branch Line to the North of the Magwero Industrial Park.

2. The Consultant shall:

2.1 prepare a feasibility study to construct a Railway Spur Line to Magwero Industrial Park and a branch to the North on basis of thorough assessment of technical, environmental, social and economic analysis and appraisal. The feasibility study shall also include Environmental and Social Impact Assessment (ESIA) report which shall have a detailed Environmental and Social Management Plan (ESMP) in line with National Legislation, Policies and the Environmental and Social Framework/Resettlement Policy Framework developed

2.2 prepare a detailed engineering design for the construction of a Railway Spur Line to Magwero Industrial Park and Brach line to the North, which shall include preparing all relevant documents necessary for the approval. These documents shall include, but not limited to, detailed drawings, specifications, bills of quantities and cost estimates.

2.3 define the need for land acquisition and other involuntary resettlements and prepare a detailed Land Acquisition and Resettlement Action Plan (LARAP) in accordance with relevant regulations as per Malawi Laws.

3. The Ministry of Transport and Public Works now invites suitably qualified bidders/consultants to submit sealed expression of Interest for Feasibility Study and Designing of Railway Spur Line to Magwero Industrial Park and Branch Line to the North.

4. The assignment will be undertaken in Lilongwe.

5. The Consultant must demonstrate the following qualifications and experience of the key staff:

5.1. Team leader shall be a Registered or Chartered Civil Engineer with not less than ten (10) years of experience, and specific experience of two (2) years railway projects or similar size and complexity.

5.2. Railway Engineer shall be a Registered or Chartered Civil Engineer with not less than eight (8) years of cumulative experience related to railways/bridges design and construction, and specific experience of two (2) years railway projects or similar size and complexity of which at least one must be from Sub-Sharan Africa.

5.3. Transport Economist shall be a qualified, graduate in economics or equivalent at least ten (10) years of cumulative experience in the designing and analysis of public investment project in developing countries. He/She must have served on similar position in at least two (2) railways investment studies of similar nature and magnitude in the past five (5) years.

5.4. Bridges/Drainage/Structural Engineer shall be a registered or Chartered Engineer with a Degree in Civil Engineering/Structural or Equivalent qualification with at least eight (8) years of cumulative experience related to design of bridges/drainage structures. Must also served as a bridge design engineer on at least one (1) railway project within the last five (5) years

5.5. Geotechnical and Materials Engineer shall be a registered or chartered graduate civil engineer of not less than ten (10) years of cumulative experience related o pavement evaluation, material testing, soils investigation. He/She must have a working experience as Material Engineer on at least four (4) projects of similar magnitude and complexity

5.6. Hydrologist shall be a holder of a degree in Applied Science or Civil Engineering with not less than five (5) years working experience related to water/flood management schemes. Also served as a Hydrologist on at least two (2) projects of similar magnitude within the last ten (10) years of which at least one must be from Sub-Saharan Africa

5.7. Quantity Surveyor shall have a minimum of a BSc in Quantity Surveying with a minimum of five (5) years of experience in assignments of similar nature. Must be a registered member of The Board of Architects and Quantity Surveyor’s local or international professional body of Quantity Surveyor.

5.8. Land Surveyor shall be a holder of Degree or Advanced Diploma in Land Surveying with not less than five (5) years of accumulative experience related to land surveying activities. Also, must have experience working as Land Surveyor on at least two (2) projects within last ten (10) years.

5.9. Contract Document Specialist shall be a qualified Engineer with BSc of Science in Civil Engineering or Equivalent with minimum of five years relevant experience in management of infrastructure projects and should have experience of at least one (1) project of similar magnitude in Southern or Eastern Africa.

5.10. Occupation Health and Safety Specialist must have a BSc Degree in Environmental Health or related field with professional certification in Occupational Health and Safety such as NEBOSH and IOSH or similar qualifications and have four (4) years of experience in designing OHS management plans and supervising sites

5.11. Environmental Expert shall hold BSc Degree in Environmental Health with eight years of experience in carrying out ESIA studies and development of mitigation measures associated with infrastructure projects. Also, must have work experience in Africa and be fully cognizant of the MEPA Approach to ESIA study.

5.12. Land Acquisition Specialist hold BSc Degree in any Land Management or Real Estate related filed along with five (5) years’ experience in Land Acquisition and Management. Must also be familiar with Land Acquisition procedures, regulations and Acts for Malawi.

5.13. Resettlement/Sociologist hold BSc Degree in Community Development with five (5) years’ experience addressing resettlement issues and social impact assessment, including preparation of resettlement action plans, and stakeholder consultation associated with new infrastructure projects. Must also have work experience in Africa and fully cognizant of the Malawi approach to ESIA studies and gender related issues.

6. Expression of Interest will be evaluated in accordance with the Public Procurement and Disposal of Assets Act of 2025. Participation is open to all eligible bidders.

7. Interested eligible bidders may submit expression of interest to The Ministry of Transport and Public Works, including details of qualifications of key staff and a list of assignments undertaken in the past three years

8. Expression of Interest must be delivered to the address below at or before 14:00 hours on 28th September 2026. Late submission shall be rejected
