EXECUTIVE PLACEMENT

DIRECTOR OF TELECOMMUNICATIONS

MACRA | Blantyre Head Office | Grade: M2

1. INTRODUCTION
The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the Communications Act, 2016 to regulate the provision of services in the communications sector in Malawi, comprising telecommunications, postal and broadcasting. To strategically enhance its mandate, MACRA is inviting suitably qualified and experienced individuals to apply for the vacant position of Director of Telecommunications, tenable at its Blantyre Head Office. The successful candidate will provide strategic leadership in the regulation of electronic communications services and will report directly to the Director General.

2. KEY DUTIES AND RESPONSIBILITIES

1. Facilitating the development and implementation of policies, regulations and strategies for the ICT industry.
2. Promoting emerging technologies and universal access to communication services.
3. Overseeing spectrum, numbering and orbital resource management.
4. Leading contract management for suppliers and service providers.
5. Ensuring compliance with international regulatory frameworks.

3. KEY COMPETENCIES AND SKILLS

The ideal candidate must demonstrate the following competencies:

1. Proven expertise and understanding of ICT sector developments at both national and international levels.
2. Ability to make administrative and procedural decisions and judgments.
3. Strong planning, organizing and delivery skills.

4. REQUIRED ACADEMIC AND PROFESSIONAL QUALIFICATIONS

• Master’s degree in any of the following disciplines: Telecommunications Engineering, Electrical and Electronic Communications Engineering or elated discipline
• Membership in a relevant professional body (eg. MEI, ICTAM).

5. WORK EXPERIENCE
A minimum of ten (10) years’ experience in a managerial position within the telecommunications sector.
