CALL FOR A CONSULTANT

DEVELOPMENT OF A WEBSITE FOR NYANTHEPA COMMUNITY RADIO STATION AND PHONE APPLICATION

Nyanthepa Community Radio Station (NCRS), a non-profit community broadcaster in Nsanje District, Malawi, seeks to engage a qualified consultant to develop a comprehensive Human Resources (HR) Policy and facilitate staff orientation/training on its implementation. The assignment aims to strengthen institutional governance, improve human resource management systems, and promote professionalism, accountability, and staff welfare within the organization.

ORGANIZATION BACKGROUND

Nyanthepa Community Radio Station, established in 2015 and broadcasting on 107.6 FM, serves as the first local station in the Lower Shire, promoting inclusive development through participatory communication. Its vision champions community integrity, with a mission to unify the Lower Shire via information, education, entertainment, and involvement; thematic areas include civic engagement, health, climate resilience, and inclusion of youth, women, and people with disabilities.

Funded under the Civil Society Strengthening Fund (CSSF) being implemented by Tilitonse Foundation in partnership with Comic Relief and the Foreign Commonwealth and Development Office of the United Kingdom (UK Aid), Nyanthepa would like to have its own website that will boost its visibility, engagement with stakeholders, attract more partnerships and enhance resource mobilization. This also sets Nyanthepa in line with MACRA`s strategic decisions that community radio stations should have a website.

OBJECTIVES

  • Develop and launch a user-friendly website and phone application for Nyanthepa

  • Integrate online radio streaming

  • Include relevant features for the radio such as feedback channel, contacts, our work, social media among others

  • Provide continuous technical support in its operations

  • Orient members of staff on its daily management

SCOPE OF WORK

The consultant will undertake the following tasks:

  • Assess the environment Nyanthepa operates in and viability of a website and phone application

  • Conduct consultations with management and other stakeholders

  • Develop a website and phone application that includes the following features:

  • Home

  • Live listening

  • About the station

  • Programming and anchoring schedules

  • News stories

  • Song uploads for download (audios and youtube links for videos)

  • Log tables for Local leagues, FDH Premiership and English premier league

  • Program archives and podcasts

  • Feedback and complaints channel that features MACRA and Media Council of Malawi as third parties (more especially on complaints)

  • Current projects, partners/donors and impact

  • Contacts (including social media pages)

  • Team

  • Ensure the website and phone app complies with legal, copyright, privacy and ethical requirements

  • Launch the website and the phone app

  • Orient staff on the operations of the website and phone app management virtually

  • Provide recommendations for the operations of the page.

DELIVERABLES AND TIMELINE

The consultant will deliver the following:

  • Inception report outlining the methodology, work plan, and approach for the assignment.

  • Development of the website and phone app for review and feedback.

  • Launch of the website and phone app.

  • Training/orientation on the management of the two.

  • Final consultancy report summarizing activities conducted, findings, recommendations, and lessons learned.

The assignment is expected to be completed within 7–10 working days, including consultations, policy development, training, and reporting.

PAYMENT SCHEDULE

The total contract amount will be agreed upon with the successful consultant and disbursed as follows:

  • 20% upon submission and approval of the inception report.

  • 50% upon development of the website and phone app prototypes.

  • 30% upon launch and approval of the website and phone app and consultancy report.

QUALIFICATIONS

The consultant should possess the following qualifications and experience:

  • A bachelor’s degree in computer science, Information Technology or any related field.

  • Demonstrated experience in developing websites and phone applications.

  • Strong knowledge of cybersecurity, cybercrime, data protection act 2024, data management, copyright and intellectual property laws.

  • Ability to conduct orientations.

  • Excellent analytical, communication, facilitation, and report writing skills.
