Save the Children is working with the Government of Malawi to deliver a $37 million, five-year-long project on Climate Resilient Health and Well-Being for Rural Communities in southern Malawi (CHWBRC), from 1st April 2025 to 31st March 2030, in six districts in Southern Malawi – Balaka, Ntcheu, Machinga, Mangochi, Phalombe, and Zomba. The project will directly support 1.7 million Malawian citizens (22% of the population in Southern Malawi). The project has received generous co-financing commitments from GlaxoSmithKline and Foundation S (Sanofi Foundation), in-kind co-financing from the Ministry of Health of Malawi, and the Foreign, Commonwealth and Development Office (FCDO) – totalling over $3m.
The overall objective of the Malawi GCF project is to increase gender-transformative, climate-resilient, sustainable development for the vulnerable rural population in southern Malawi through a climate-resilient health system, with a focus on youth, mothers, and children.
The project has 4 interlinking components that combine national, district, and local level interventions to create strong conditions for scalability, and strategic integration to catalyse the transition to a climate-resilient health system:
Outcome 1:Â Reduced risk from climate-sensitive diseases and conditions
Outcome 2:Â Health facility physical infrastructure is climate resilient and improved school water supply supports health
Outcome 3:Â Healthcare staff have a greater capacity to manage the impacts of climate risk
Outcome 4:Â Communities are better prepared to manage the impacts of climate change on health
Malawi is increasingly vulnerable to climate change, with rising temperatures, recurrent floods, prolonged droughts, and storms contributing to escalating public health risks. Climate-sensitive diseases such as cholera and malnutrition are increasing, and extreme heat is emerging as a significant health threat. The Climate Change and Human Health (CHWBRC) project is a pioneering initiative designed to assess the cost-efficiency and feasibility of operationalizing a multi-pronged climate-resilient health system in Malawi. The project is implemented through a tripartite partnership between Save the Children Australia (SCA), Save the Children Malawi (SCI MW), and the Ministry of Health and Sanitation (MoHS). SCA serves as the Green Climate Fund (GCF) Accredited Entity, responsible for fiduciary oversight, compliance with GCF procedures, and liaison with the GCF Secretariat. SCA has subsidiary agreements with three Executing Entities: The MoH (implementing entity), SCI MW (channelling and implementing entity), and Save the Children UK (international fund channelling entity). Implementation is further supported by two sub-granted partners operating across all six target districts (Ntcheu, Balaka, Zomba, Mangochi, Machinga, and Phalombe):

The Catholic Health Commission (CHC), leading community-based activities under Outcomes 3 and 4, including climate-related disease treatment, climate-resilient WASH, and nutrition interventions.

The Creative Centre for Community Mobilisation (CRECCOM), managing mobile health units and supporting community-level climate-health EWARS training and materials distribution.)
The project adopts a system-wide approach focused on strengthened governance, climate-resilient infrastructure, health workforce capacity-building, and enhanced community resilience. Southern Malawi is highly vulnerable to climate-related hazards including flooding, drought, cyclones, and changing rainfall patterns, which significantly affect malaria transmission, incidence of diarrhoeal disease, food security and malnutrition, and Gender-Based Violence (GBV), Child, Early and Forced Marriage (CEFM), and Sexual and Reproductive Health (SRH) needs.
Existing commodity planning systems in Malawi rely primarily on historical consumption patterns and population estimates, with limited integration of climate and seasonal risk information. This contributes to mismatches between supply and demand, stockouts during peak periods and emergencies, delays in emergency response, and inefficient allocation of resources. There is therefore a need to strengthen procurement and supply planning systems to incorporate anticipatory and climate-sensitive approaches that improve forecasting, targeting, procurement timing, emergency prepositioning, and continuity of essential health services during climate-related shocks and disease outbreaks.
