Consultancy to Design, Develop and Deploy a Web-Based System for National Health Accounts (NHA), Resource Mapping (RM) & Multi-Year Plan (MYP), and National AIDS Spending Assessment (NASA)
PROCUREMENT REFERENCE: MOH/RFP/CS/GF/TBHIV/2026/002
1. The Government of Malawi has been receiving support from the Global Fund and Gavi since 2003 and 2002, respectively. The Ministry of Health & Sanitation (MOH) serves as the public-sector Principal Recipient (PR) of the Global Fund and Gavi grants. To effectively administer and manage these grants, the Ministry established a Programme Implementation Unit (PIU) to undertake key functions of the Principal Recipient and support the achievement of the grants’ underlying strategic objectives.
2. The Ministry of Health & Sanitation has budgeted resources under the Global Fund GC7 Grant to finance the implementation of various interventions. Accordingly, the Ministry now invites interested and eligible firms to participate in the tender for the provision of consultancy services for the design, development and deployment of a web-based system for National Health Accounts (NHA), Resource Mapping (RM), Multi-Year Planning (MYP) and National AIDS Spending Assessment (NASA).
3. Bids will be evaluated in accordance with the National Competitive Bidding procedures set out in the Malawi Public Procurement and Disposal of Assets (PPDA) Act 2025 and its associated Regulations.

4. A complete set of the bidding documents in English may be purchased by interested bidders at a non-refundable fee of MK10,000.00 (Ten Thousand Kwacha only). The fee should be deposited into the MINISTRY OF HEALTH – GLOBAL FUND TB NFM4 Account Number 24888495 maintained at NBS Bank City Centre Branch; cash will not be accepted. The bidding documents can be reviewed and collected from the address below from Wednesday, 9th September 2026 between 8:00am and 3:30 pm.

5. Bids must be delivered by depositing the package in the tender box located at the entrance of the EPI Building no later than 23rd September 2026, 14:00 hours Malawi local time.
