PROVISION OF CONSULTANCY SERVICES TO PRODUCE DETAILED DESIGNS AND TENDER DOCUMENTS FOR THE NATIONAL ARTS AND CULTURE CENTRE (NACC) AT AREA 20 AND AREA 5 – LILONGWE

1.0 BACKGROUND

The Ministry of Youth, Sports and Culture (MoYS) through the Department of Arts has funds under 2026/2027 development budget for the National Arts and Culture Centre Project. The Ministry wishes to apply part of the funds to develop detailed designs and tender documents for the National Arts and Culture Centre (NACC) at Area 20 and Area 5 in Lilongwe. This is a fagship project for the sector and is being implemented in close coordination amongst the three Directorates for Culture and the Copyright Society of Malawi(COSOMA).

The project will consist of construction of tour purpose-built national tacities for arts and culture namely: National Theatre and related infrastructure, National School for the Arts, National Museum and Research Centre and a modern National Archives Facility. The project is fully aligned to the aspirations of Malawi’s Vision 2063 which calls for development of modern and world class facilities for the sector; and is meant to be a catalyst for development of the sector and utilisation of the cultural and creative economy for national development.

2.0 OBJECTIVES

The objectives of the services are to develop detailed designs, project cost estimates, and tender documents.

3.0 SCOPE OF ASSIGNMENT

The Consulting Firm will be expected to carry out the scope of work with major outputs of the Project as follows:

1. Develop detailed designs of the proposed four national facilities. Specifically, the task shall include:
   1. Development of detailed architectural and engineering designs,
   2. Development of cost estimates for the tour project components for tendering purposes

In carrying out this task, the Consultant will be expected to work in consultation with, but not limited to: all relevant Government and parastatal agencies who have different interests on the development of the National Arts and Culture Centre (NACC).

The duration for the assignment will be 6 months.

4.0 INVITATION

The Ministry now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria are:

1. The firm should demonstrate Technical and Financial capacity in form of bank statements or audited accounts. Provide company profile clearly indicating the core business and structure of the organization. In case of associations between two or more firms, the lead firm must be clearly identified.
2. The firm shall demonstrate having experience of successfully completing at least three related tasks and of related magnitude or more in the past 10 years.
3. Provide 4 relevant projects/assignment completed by the firm (provide reference including locations in Malawi or elsewhere).
4. Provide 4 relevant projects/assignment completed by the sub consulting firm (provide reterence including location in Malawi or elsewhere).
5. The firm should demonstrate having a solid team of professionals in the areas of Architecture, Interior Designing, Landscape Architecture Structural Engineering, Building Services Engineering and Quantity Surveying.

5.0 SELECTION OF CONSULTING FIRM

The consulting firm will be selected using the Quality and Cost Based Selection Method which is in accordance with the procedure set out in the Public Procurement and Disposal of Assets Act of 2025 and its subsidiary legal framework. Participation is open to all eligible bidders.

Please note that only shortlisted Consultants will be invited to submit proposals.

6.0 SUBMISSION OF EXPRESSION OF INTEREST

Expression of Interest clearly marked “Provision of Consultancy Services to Produce Detailed Designs and Tender Documents for National Arts and Culture Centre (NACC) At Area 20 and Area 5 – Lilongwe must be sent through hard copies. Consultants are advised to submit three (3) coples and one original. Expression of Interest must be dellvered in sealed envelope to the address below latest by 10:00am local time on Wednesday, 20th May, 2026.
