The Centre for Social Accountability and Transparency (SAT) Is a Malawian civil society organisation whose work – field-based community engagement, policy advocacy, monitoring of public resources and interaction with communities and institutions – can involve demanding deadlines, frequent travel and emotionally difficult cases. SAT recognises that staff wellbeing and mental health are central to organisational effectiveness, ethical leadership and the quality of services delivered to communities, and therefore invites qualified consultants or consulting firms to lead a participatory process to develop an institutionally relevant Staff Wellbeing and Mental Health Policy, orient all staff on it, and deliver evidence-informed mental health training.
The assignment will:
- Assess CSAT’s existing policies, working conditions and staff wellbeing risks through a confidential organisational assessment, while protecting confidentiality throughout.
- Develop a comprehensive Staff Wellbeing and Mental Health Policy aligned with Malawian law, occupational health principles, safeguarding, non-discrimination and good employment practice.
- Define governance, prevention, support, referral, accommodation, confidentiality and incident-response arrangements.
Facilitate a participatory validation workshop with staff and management, then finalise the policy for approval.
Orient all staff on the approved policy, their rights, responsibilities and available support, with a separate manager briefing. - Deliver practical, evidence-informed mental health training on stigma reduction, self-care, stress management, early identification and supportive conversations.
- Provide a costed 12-month implementation plan and a verified referral directory for CAT to apply after the assignment.

Scope of Work Highlights
- Inception and desk review: confirm scope and ethical safeguards, and review SAT’s HR, safeguarding and occupational health documents against applicable Malawian law and good practice.
- Organisational wellbeing and psychosocial risk assessment: confidential staff survey, key informant interviews and focus group discussions; findings reported only in aggregate, with no identifiable health information disclosed to SAT.
- Policy development: a clear, operational policy covering roles and responsibilities, prevention, healthy work practices, early support and referral, reasonable accommodation, crisis procedures, confidentiality, and grievance mechanisms.
- Validation and finalisation: a participatory workshop with staff and management, followed by a revised policy and comments-response matrix suitable for management/Board approval.
- Staff policy orientation and mental health training: an orientation package and a practical, non-stigmatising training for all staff, plus a focused manager briefing on duty of care and supportive supervision.
- Implementation and sustainability support: a 12-month implementation plan, a verified referral directory, and recommended institutional mechanisms such as a wellbeing focal person or committee.
Methodological & Ethical Requirements
The approach must be participatory, trauma-informed, culturally appropriate, gender-responsive, disability-inclusive and grounded in “do no harm”. Participation in surveys, interviews or focus groups must be voluntary and based on informed consent, and findings must be reported only in aggregate. The consultant shall not provide diagnosis or therapy under this contract and shall agree a distress and crisis protocol before any staff consultations or training; anyone requiring clinical support shall be offered an appropriate referral.
Who should apply
Consultants/firms with an advanced degree in clinical or counselling psychology, mental health, psychiatry, occupational health, public health, organisational psychology, human resource management, social work or a closely related field; recognised professional registration where applicable: and at least 7 years’ relevant experience in workplace mental health, staff wellbeing or organisational development, including at least three comparable policies or wellbeing systems developed. Experience with civil society, human rights, governance or development organisations is highly desirable. For a firm or team, the proposal must name the team leader, each specialist, and their roles and level of effort.
Consultant Standards of Conduct
- Maintain professional boundaries, neutrality and confidentiality; comply with SAT’s safeguarding and data-protection requirements.
- Obtain prior written approval before recording sessions, using subcontractors or transferring data outside agreed systems.
- Immediately report safeguarding concerns through agreed channels while respecting survivor-centred principles.
Applications must include
- A signed cover letter confirming availability to complete the assignment within 25 working days.
- A concise understanding of the assignment, key risks and proposed mitigation measures.
- A detailed methodology and work plan covering consultation, assessment, policy development, validation, orientation, training, ethics and quality assurance.
- CVs of the lead consultant and any team members, plus copies of relevant professional credentials.
- Evidence of at least three relevant assignments, with client, scope, period and contactable references.
- At least one relevant, appropriately redacted writing or policy sample.
- A detailed financial proposal in Malawi Kwacha, showing professional fees, taxes and all anticipated costs.
- Business registration and tax-compliance documents, where applicable, and a declaration of conflicts of interest.

- Assessment tools and anonymised diagnostic report with risk/protective-factor analysis (Day 9).
- First draft policy with proposed annexes and referral framework (Day 12).
- Validation workshop, materials and consolidated comments (Day 15).
- Revised policy package and comments-response matrix (Day 17).
- Final approved policy package, 12-month action plan and verified referral directory (Day 19).
- Policy orientation delivered to all staff, with materials and understanding-check results (Day 21).
- Mental health training delivered to all staff plus a focused manager session (Days 22-23).
- Final consultancy report and full handover of editable source files (Day 25).
Management & Quality Assurance
The consultant will report to the SAT Executive Director or a designated focal person, with a small reference group facilitating access and coordinating staff participation. CSAT will not be entitled to identifiable personal health disclosures collected confidentially by the consultant. Formal approval of deliverables will be provided in writing by CAT.
