The Centre for Social Accountability and Transparency (CSAT) is a leading Malawian civil society organisation promoting transparency, accountability, citizen participation and the responsive use of public resources. As CAT’s portfolio, partnerships and evidence base grow, the organisation requires an integrated system that lets its programmes learn and adapt continuously rather than relying only on periodic reporting.
CSAT therefore invites qualified consultants or consulting firms to design and operationalise a practical, organisation-wide Adaptive Programme Management & Learning Framework. The framework will help CSAT turn strategy, evidence, community and partner feedback, risk and context analysis, and reflection into timely programme decisions and documented learning – supported by secure, low-cost digital feedback and knowledge management tools that staff and management can use consistently across projects.
The assignment will:
- Diagnose SAT’s current programme management, MEAL, feedback and knowledge systems, including staff capacity and digital readiness.
- Design an adaptive management model linking strategy, theorles of change, evidence, feedback, risk/context monitoring, reflection, decision-making and documented adaptation.
- Define clear governance, roles, decision rights, workflows and accountability mechanisms for adaptive management and organisational learning.
- Configure a secure, multi-channel digital feedback system (web/mobile, SMS/USSD/WhatsApp, and SAT’s toll-free line) through which communities, partners and staff can safely give, track and receive responses to feedback.
- Design a searchable, sustainable knowledge management system covering capture, quality assurance, classification, storage, retrieval, sharing and retention of knowledge products.
- Develop user-friendly tools, templates, standard operating procedures, indicators and dashboards for use across SAT’s portfolio.
- Pilot the framework and tools in at least two SAT programmes, refine them using user feedback, and produce an actionable rollout plan.
- Build the capacity of CSAT staff and designated system administrators to apply, manage and continuously improve the framework and tools.

Scope of Work Highlights
- Inception and diagnostic: stakeholder mapping, document review, programme-cycle mapping, interviews/workshops, and a digital-readiness assessment with prioritised recommendations.
- Adaptive Programme Management & Learning Framework: guiding principles, an adaptive management cycle, minimum evidence/ learning requirements, pause-and-reflect processes, a decision and adaptation log, roles and decision rights, feedback loops, a learning agenda, and maturity indicators.
- Digital feedback system: multiple intake channels, anonymous/identified submissions, case referencing and triage, sensitive-case protocols, role-based access, audit trails and dashboards – designed for low-bandwidth environments.
- Knowledge management system: knowledge audit, taxonomy and metadata scheme, repository architecture, capture-to-disposal workflows, templates for learning briefs and case studies, and a knowledge-sharing calendar.
- Piloting, capacity strengthening and institutionalisation: prototypes tested in at least two workstreams, staff and administrator training, a costed implementation and change-management roadmap, and a sustainability model.
Methodological Expectations
The assignment shall be participatory, user-centred, iterative and grounded in SAT’s operating realities – combining document review, process mapping, interviews, workshops, co-design, rapid prototyping and facilitated validation. The methodology must design for low connectivity, varying digital literacy, local-language needs, disability inclusion, gender and safeguarding considerations, and must transfer practical capability to SAT rather than creating dependence on the consultant.
Who should apply
Consultants/firms with an advanced degree in programme management, M&E, organisational learning, knowledge management, information systems or a related field; at least 8 years’ relevant experience, including designing adaptive management, MEL/MEAL, organisational learning or digital feedback/knowledge management systems; and demonstrated experience in Malawi or comparable low-resource, low-connectivity contexts. Team proposals should collectively cover adaptive programme management/MEAL, knowledge management, information systems/digital product design, data protection/security, and facilitation/change management. Evidence of at least three comparable assignments, with work samples and referees, is required.
Data Protection & Safeguarding
- Privacy by design and by default: purpose limitation, data minimisation, informed consent and secure disposal.
- Role-based access, audit logs, secure backups and a documented data protection and security risk assessment.
- No live personal or sensitive data used in development or demonstrations unless expressly authorised and protected.
Applications must include
- A signed cover letter confirming availability and completion by 30 October 2026.
- A technical proposal demonstrating understanding of the assignment, methodology, workplan, quality assurance and risk management.
- A staffing plan showing the lead consultant, team composition, roles, working days and availability.
- A detailed financial proposal, including all taxes and recurrent technology costs.
- CVs of proposed personnel and copies/details of relevant professional qualifications.
- At least three examples of comparable assignments and contact details for three referees.
- At least one relevant sample framework, toolkit, system specification or knowledge product (confidential information removed).
- Disclosure of conflicts of interest, subcontractors, proprietary components and material assumptions.
- Legal registration and tax-compliance documents where the applicant is a firm.

Key Deliverables
- Inception report confirming methodology, stakeholder map, workplan and quality/risk plan.
- Diagnostic and digital-readiness report with prioritised recommendations.
- Draft Adaptive Programme Management & Learning Framework, Including governance, worklows and templates.
- Digital tools options appraisal and specifications, with a recommended solution and total cost of ownership.
- Configured digital feedback and knowledge management prototypes, with administrator documentation.
- Pilot and user acceptance testing report covering at least two workstreams.
- Capacity-strengthening package and staff/administrator training delivered.
- Final consolidated framework and handover package, including source files, credentials and a costed 12-month roadmap – due by 30 October 2026.
Management & Quality Assurance
The consultant will report to the Executive Director or a designated senior manager and work closely with a SAT technical reference team. CSAT will provide reasonable access to relevant documents, systems, staff and agreed stakeholders. Each deliverable shall be submitted electronically in editable and final formats and will be accepted only when it is complete, technically sound, internally consistent, usable by intended staff and approved in writing by SAT.
