1. INTRODUCTION

Sustainable food systems for Malawi (FoodMa) is a collaborative programme led by Lilongwe University of Agriculture and Natural Resources (LUANAR) and Norwegian University of Life Sciences (NMBU) that aimed at strengthening food and nutrition security through research, capacity development, and policy engagement. Sustainable food systems ensure that all people have consistent access to sufficient, safe, and nutritious food while safeguarding the economic viability, social equity, and environmental integrity needed to sustain this provision for future generations. FoodMa was a four -year (2021 – 2024) programme funded by the Royal Norwegian Embassy (RNE) but was given further two No Cost Extensions to end in December 2026. The programme seeks to generate evidence-based solutions that can transform Malawi’s food systems by focusing on sustainable agriculture, nutrition-sensitive interventions, and inclusive value chains. The programme emphasizes the integration of multidisciplinary research into practical strategies for improving productivity, resilience, and market access among smallholder farmers.

It also invests in building LUANAR’s institutional capacity to conduct high-quality research, supervise postgraduate students, and link academic outputs with national policy processes.

By combining research, training, and outreach, FoodMa aims to deliver both direct benefits to rural communities (through improved technologies, practices, and nutrition outcomes) and long-term systemic change (through stronger institutions and policies). The programme’s vision is to support Malawi in transitioning towards sustainable food systems that ensure food and nutrition security for all, while contributing lessons of regional and global relevance. FoodMa was implemented in selected Extension Planning Areas (EPAs) in five of Malawi’s districts of Rumphi, Mzimba, Kasungu, Dowa and Mchinji.

FoodMa’s outcomes included: a) Practical knowledge and skills for influencing government policies in sustainable food systems in Malawi enhanced; b) Competencies required to facilitate sustainable food systems and improved FNS and incomes among agriculture dependent households increased; c) Evidence based and innovative methodologies for climate resilience & transform the sustainable food systems developed, tested and validated; and d) Capacity of LUANAR to respond to emerging issues in sustainable food systems through business development, upscaling of best bet innovations enhanced.

FoodMa’s implementation strategy included awarding competitive research grants to projects implemented in the five districts; commission research of nationally importance; support capacity building initiatives at postgraduate level; support policy related interventions; support LUANAR to respond to food systems related issues amongst others.

In order to assess its progress, FoodMa would like to engage services of a consultancy Firm to conduct an end term review as recommended as follows.

2. Bidding will be conducted in accordance with the Open tendering procedures contained in the Public Procurement and Disposal of Assets Act of 2025 of the Government of the Republic of Malawi and is open to all Eligible Bidders
