Terms of Reference for Documenting Pollution Hotspots and Activities in Lilongwe City

1. BACKGROUND
The Voices for Climate Justice: Empowering Malawi’s Vulnerable Communities for a Resilient and Just Future project is supported by the Embassy of Ireland through Norwegian Church Aid and Dan Church Aid (NCA-DCA) and is being implemented by Centre for Environmental Policy (CEPA) and Advocacy and Catholic Development Commission in Malawi (CADECOM). The overall goal is to enhance climate and environmental justice for vulnerable communities in Malawi by strengthening local advocacy and accountability mechanisms. Specifically, the project will empower faith actors and community groups on environmental and climate justice advocacy and ensure duty bearers are accountable and responsive to faith-led advocacy initiatives on environmental and climate justice.

Pollution from manufacturing companies as well as other commercial activities in Lilongwe city and surrounding areas continues to pose significant environmental and health risks to communities. This affects water resources, air quality, land, public health and community livelihoods. Communities living around pollution hotspots are often directly exposed to these impacts but they hardly communicate their experiences or engage duty bearers and companies to demand corrective action. This is largely due to lack information about their rights and challenges in seeking redress. This situation highlights the need for credible, accessible and well-documented evidence of pollution activities and their impacts to strengthen community voices, inform stakeholder engagement and support advocacy for improved corporate environmental responsibility and regulatory enforcement.

The project therefore seeks to strengthen evidence-based environmental advocacy by documenting pollution hotspots and activities and their impacts in Lilongwe. The documentation will generate evidence on pollution practices, community experiences, environmental impacts as well as emerging good practices among companies. The documentation will also highlight the voices and experiences of affected communities, including women, youth and other vulnerable groups, and identify opportunities for improved corporate environmental responsibility.

2.0 OBJECTIVES OF THE ASSIGNMENT

2.1 Main Objective:
To document pollution hotspots and activities in Lilongwe City, their environmental and community impacts, and good practices to generate evidence for environmental awareness, advocacy and corporate accountability.

2.2 Specific Objectives:
The assignment seeks to achieve the following specific objectives:

1. Identify and document selected pollution hotspots and sources within Lilongwe city including the key pollution activities.
2. Document the environmental, social and livelihood impact of pollution on surrounding communities.
3. Document experiences, concerns and perspectives of communities affected by pollution.
4. Document efforts by companies, communities surrounding the hotspots, government agencies and other stakeholders to prevent, manage or address pollution from manufacturing companies and other commercial activities.
5. Develop case stories highlighting pollution impacts, community experiences and examples of positive environmental practices.
6. Produce communication and social media content that can be used by faith actors and project partners to raise awareness and stimulate dialogue on corporate environmental accountability.
7. Provide recommendations for strengthening community engagement, corporate responsibility and advocacy on pollution management.

3.0 EXPECTED DELIVERABLES
The consultant will be expected to deliver the following:

1. Inception report outlining the proposed methodology
2. Media products; 2 video documentaries of 3 minutes (for social media) and 20 minutes’ length (for television) documenting polluting hotspots, activities and their impacts on surrounding communities, key messages and selected photographs
3. Case story compilation documenting selected community experiences and/or examples of good practice.
4. Final report including advocacy recommendations highlighting priority issues and evidence that can inform engagement with companies, regulators, faith actors and other relevant stakeholders.
5. Data sets, including raw audios, videos and pictures

4.0 DURATION OF THE ASSIGNMENT
The assignment is expected to be completed within 15 working days from the date of contract signing.

5.0 QUALIFICATIONS AND EXPERIENCE

5.1 Education

The consultant or consultancy team should have:

• A degree or relevant professional qualification in Environmental Studies, Environmental Management, Journalism, Communications, or a related field.
• Additional qualifications or experience in environmental justice, climate change, community development or advocacy will be an advantage.

5.2 Experience

The consultant/team should demonstrate:

• At least 5 years of relevant experience in journalism, communications, advocacy or related work.
• Proven experience documenting environmental or social issues, particularly pollution and its impacts on communities.
• Experience in investigative journalism
• Experience conducting community interviews, focus group discussions and stakeholder consultations.
• Demonstrated skills in photography, videography and digital content production.
• Experience developing case stories, advocacy materials and social media content.
• Good understanding of environmental and climate justice issues in Malawi.
• Knowledge of Malawi’s environmental governance and regulatory framework will be an advantage.
• Strong analytical, writing and communication skills.
