Provision of Specialized Fumigation Services – Unmanufactured Tobacco
Location: Lilongwe, Malawi

A leading organization within the tobacco export sector invites pre-qualified, internationally experienced fumigation service providers to submit sealed tenders for the provision of specialized fumigation services for unmanufactured tobacco, including both stack and container fumigation operations.

Scope of Services

• Execution of large-scale fumigation operations for unmanufactured tobacco (stack and containerized cargo)
• Application of fumigation treatments in accordance with international phytosanitary standards, including importing country requirements
• Full compliance with International Plant Protection Convention (IPPC) guidelines and National Plant Protection Organization (NPPO) regulatory frameworks
• End-to-end responsibility for fumigants, calibrated equipment, monitoring systems, and certified PPE
• Provision of traceable fumigation records, gas monitoring logs, and compliance documentation aligned to export certification standards

Mandatory Minimum Requirements (Non-Negotiable)

Only bidders meeting all of the following criteria will be considered:

• Demonstrated experience in fumigation of export-grade tobacco or equivalent high-value agricultural commodities
• Proven track record in handling high-volume, time-sensitive export programs
• Valid registrations and approvals with relevant regulatory authorities, including NPPO-recognized certification
• Demonstrated compliance with international fumigation protocols (e.g. IPPC standards and importing country requirements such as Indonesia, EU, etc.)
• Access to internationally approved fumigants and documented supply chain continuity
• Availability of specialized fumigation equipment, gas monitoring devices, and trained technical personnel
• Evidence of formal training and certification of fumigation staff to internationally recognized standards
• Comprehensive insurance cover, including public liability and professional indemnity, appropriate to the scale of operations
• Demonstrated capacity to operate across multiple concurrent sites within tight shipping timelines
