A. INTRODUCTION
The Malawi Government has received financing from the International Development Association (IDA) in the form of a “grant” toward the cost of Food Systems and Resilience Program (FSRP). The Project is expected to be implemented for a period of six (6) years from 2023 to 2029. The key implementing agencies are the Ministry of Agriculture, Irrigation and Water Development (MoAIWD) as lead and Ministry of Trade and Industry (MoTI).

The objective of the Project is to increase commercialization of agriculture value chain products selected under the Project. The project consists of six main components namely: (i) Building Resilience; (i) Sustainable Development of Natural Resources for Resilient Agricultural Landscapes; (i) Getting to Market; (iv) Promoting a Greater Focus on Food Security Resilience in National and Regional Policymaking (v) Contingency Emergency Response Component (CERC) and (vi) Project Management.

Component 2 which supports the Sustainable Development of Natural Resources for Resilient Agricultural Landscapes, will finance the construction of medium-to-large-scale irrigation schemes and technical assistance for the management of their catchment areas. Two irrigation schemes have been prioritized in the initial phase to be constructed, namely; Bwanje Valley Extension Irrigation scheme in Dedza District and Lembani
Irrigation Scheme in Neno District.

B. PROCUREMENT PACKAGES
During EME, discussion will focus on Component 2 which supports the Sustainable Development of Natural Resources for Resilient Agricultural Landscapes covering one key package:

C. DATE, PLACE AND FORMAT OF ENGAGEMENT
The Ministry of Agriculture, Irrigation and Water Development now calls for eligible prospective bidders to participate in Early Market Engagement workshop which seeks to tap in vast experience from eligible prospective bidders in implementing drainage and irrigation infrastructure projects by soliciting views on how best these large-scale projects can be implemented.

The Early Market Engagement (EME) session will take place on 3rd July 2026 from 9.00am CAT. The session will be conducted in a hybrid format to allow both physical and virtual participation. The EME is a non-evaluative, pre-procurement consultation open to contractors, construction firms, engineering companies, and joint ventures with demonstrated expertise in large-scale construction projects. Eligible participants should have experience in irrigation and drainage works; construction of night storage reservoirs, concrete diversion weirs and large pipe works for water infrastructure.

E. BIDDING PROCESS
The bidding process shall be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers – Procurement in Investments Projects Financing Goods, Works, Non-Consulting and Consulting Services, Seventh Edition, Issued September 2025 (“Procurement Regulations”), and is open to all eligible bidders as defined in the
Procurement Regulations.

All information shared during this Early Market Engagement (EME) is preliminary and subject to refinement as the procurement strategy and technical requirements are finalized. All discussions and inputs provided during the EME are nonbinding and will not influence the outcome of any future procurement processes.
