Program Overview

APZU works with the MOH to integrate and decentralize HIV
and non-communicable disease (NCD) care into one care delivery model called the
Integrated Chronic Care Clinic (IC3) and have a clinic for advanced chronic
NCDs at the 2 hospitals in the district. In these clinics we treat a range of
NCDs including diabetes, hypertension, epilepsy and severe mental illness.

We are embarking to include screening and treatment of
depression and anxiety for individuals receiving care through decentralized IC3
across all facilities in the district. This effort is supported by the National
Institutes of Health in the United States and will also help to determine the
effectiveness of depression and anxiety care both behavioral therapy (Problem
Management Plus) and antidepressant care in Neno District.

Job Summary

The Data Analyst will be responsible for overseeing and
supporting all clinical and research data collection pertaining to the IC3
Decentralization project. This will include ongoing data collection activities
in CommCare, DHIS2, electronic medical records (EMR), Microsoft Excel, and
paper-based data collection, as relevant.

As part of the IC3 decentralization, data will be collected
on individual patients every six months. The Data Analyst will work closely
with APZU Monitoring, Evaluation, Informatics, and Research team, Program
Manager, Mental Health and NCD Manager, Data Clerks, Psychosocial Counselors
and MOH leadership to support excellence in implementing and maintaining
high-quality, district-wide data collection and analysis for quality assurance
pertaining to the IC3 decentralization project.

This specific position focuses on designing the data
collection mechanisms for the IC3 decentralisation program, ensuring
appropriate implementation of these data collection mechanisms, reviewing data
collected for quality assurance and quality improvement purposes, and
training/overseeing data collection among MH Data Clerks and Psychosocial
Counselors.

The Data Analyst will be based at Upper Neno with other
administrative duties as assigned. S/he will travel regularly throughout Neno
District on in coordination with the IC3 team, to oversee and monitor data
collection activities.

Responsibilities and Duties

• Establish
  data collection systems: Work with M&E, Research and Medical
  Informatics team members, as well as the IC3 decentralization Program
  Manager, to design data collection models pertaining to IC3
  decentralization activities including patient screenings, clinical
  assessments, and provider fidelity to protocols; Create all relevant
  materials including digital, electronic, and paper-based forms to be used
  for data collection purposes.
• Oversee
  IC3 decentralization program data collection and reporting processes.
• Manage,
  train, and mentor IC3 decentralization data collection staff including
  data clerks and psychosocial counselors.
• Maintain
  a high level of data quality in data collection systems, including
  CommCare, DHIS2 and the EMR.
• Notify
  APZU and MOH colleagues on data concerns to inform quality improvement
  projects.
• Generates
  analytical summaries, manuscripts, and presentations for internal, MoH,
  and donor audiences in line with requirements.
• Develops,
  maintains and reviews automated databases, Power BI dashboards, and
  reporting pipelines in collaboration with Informatics team.
• Provides
  technical guidance on study design, data collection tools, and analytical
  frameworks for program studies and research in collaboration with Research
  Department.
• Any
  other duties that may be assigned.

Required Qualifications and Attributes

• Minimum
  of a Bachelor’s Degree in Statistics, Economics, Monitoring and
  Evaluation, Data Science, Computer Science, Epidemiology related field.
• Minimum
  of three years’ experience with tablet-based data collection systems such
  as CommCare or ODK.
• Minimum
  of three years’ experience utilizing data stored in electronic medical
  records systems.
• Minimum
  of five years’ experience organizing, analyzing and presenting data in
  Microsoft Excel, Power Point.
• Prior
  experience managing other members of data collection teams and executing
  quality assurance and quality improvement protocols.
• Expertise
  in survey design, quantitative and qualitative data analysis and program
  management.
• Experience
  with data management of mental health information a plus.
• Experience
  with Stata, Python, R, Power BI, Tableau, SAS or other analytic software a
  plus.
• Native
  of Malawi, fluent in Chichewa and English with written proficiency in
  English.
• Willingness
  to live and work full time in a rural setting in Neno District.
• Willingness
  to travel throughout Neno District.
• Willingness
  to learn how to ride a motorbike for field work.
• Ability
  to work well in a dynamic team environment alongside health workers,
  support staff, and health personnel from a variety of backgrounds.
• Able
  to work under minimum supervision.
• A
  strong interest in learning social medicine; that is, a willingness to
  look at diseases of poverty through a wide “biopsychosocial” lens that
  draws upon knowledge from a wealth of disciplines including clinical
  medicine, sociology, anthropology and public health.
