CONSULTANCY FOR A FUNCTIONAL REVIEW AT MALAWI INVESTMENT AND TRADE CENTRE

1. Introduction
The Malawi Investment and Trade Centre (MITC) is a statutory corporation established under the Investment Act and Export Promotion Act of 2024. MITC is mandated to promote and facilitate investment, trade development, and exports in Malawi. Following the enactment of the Special Economic Zones (SEZ) Act of 2024 and the Investment and Export Promotion Act of 2024, which designate MITC as the responsible authority, there is a need to comprehensively review the Centre’s operations and design the most effective strategies for service delivery. MITC now seeks to engage a consulting firm to conduct a functional review and provide recommendations for improving the efficiency of its core and supporting functions.
2. Bidding Process
The bidding process will follow open tendering procedures as stipulated in the Public Procurement Laws and Regulations of the Government of Malawi. The tender is open to all eligible bidders.
3. Access to Bidding Documents
Interested and eligible bidders may obtain further information and inspect the bidding documents at MITC’s Procurement and Disposal Unit at the address listed in Section 6(a) during working hours: 08:00 – 12:00 hours and 13:00 – 16:00 hours local time, Monday to Friday, excluding public holidays.
4. Purchase of Bidding Documents
A complete set of bidding documents in English may be purchased at the address provided in Section 6(b) upon payment of a non-refundable fee of MWK 10,000.00. Payments should be made through the following bank details:

5. Bid Submission and Deadline
Sealed bids, clearly marked with the “Tender Description and Reference Number,” must be deposited in the Tender Box at the address in Section 6(c) on or before Monday 7th April 2025 at 10:00 a.m. local time. Late bids will be rejected and returned unopened.

7. Compliance Requirements
Bidders must ensure that their submissions comply with all instructions specified in the bidding document. Non-compliance with the instructions will result in disqualification and rejection of the bid.
8. Bid Opening
The opening of bids will commence at 10:00 a.m. local time on Monday, 7th April 2025, at the Malawi Investment and Trade Centre Board Room. Interested bidders, their representatives, and members of the general public are invited to attend.
9. Reservation of Rights
MITC is not obligated to accept the lowest or any bid. The selection will be based on the lowest evaluated, substantially responsive bid. MITC also reserves the right to cancel the procurement process at any stage without obligation.
